The Public Defender of Rights

Abstract:

Tato bakalářská práce pojednává o problematice veřejného ochránce práv. Cílem této práce je poskytnout ucelené a kompaktní informace a také vyhodnotit postavení tohoto institutu, který je součástí kontrolního systému veřejné správy. K dosažení cíle jsem použila metodu bádání a analyzování odborné literatury, právním norem a také statistických údajů vedených veřejným ochráncem práv. Ve své práci se přikláním k názoru, že úřad veřejného ochránce práv má v České republice své nenahraditelné místo a je důležitý pro fungování demokratického státu, navíc je jeho existence vázána mezinárodními smlouvami.

Abstract:

Bachelor thesis describes in wider range the Institute of the Ombudsman in Czech Republic. The main target of the Thesis is to provide the compact information of this Institution and to evaluate its importance which is part of the Czech Republic Public Administration. I have used to reach the main target of the Thesis the methodology of the research and analysation based on the professional literature, legal norms and also statistical sources provide by the Ombudsman. Based on the Thesis´s evaluation has, in my opinion, the Institution of the Czech Republic Ombudsman the irreplaceable role in the public administration and is very important for democratic and legal state principals. Furthermore the being of the Ombudsman is determined by the international agreements.
