Voting Behavior in Brno: Comparison of Municipal, Regional and Parliamentary Elections

Abstract:

Diplomová práce zkoumá volební chování obyvatel Brna ve třech volbách – komunálních, krajských a poslaneckých v období let 2014 až 2017 a to za pomoci teorie druhořadých voleb. Ta považuje nejdůležitější národní volby (do Poslanecké sněmovny PČR) za prvořadé a ostatní volby za druhořadé, odvíjející se od voleb prvořadých. Hlavním cílem práce je popsat rozdílné chování brněnských voličů mezi prvořadými volbami a druhořadými komunálními a krajskými volbami a vysvětlit, jaké individuální charakteristiky vycházející z teorie mají vliv na rozdílné volební chování občanů při zkoumaných volbách. Na základě teorie bylo zformulováno šest hypotéz, které jsou následně ověřovány za pomoci individuálních dat vzešlých z exit-pollových výzkumů provedených při všech třech zkoumaných volbách. Výsledky analýzy ukázaly, že ve zkoumaných volbách nebylo možné většinu hypotéz potvrdit. U druhořadých voleb nedocházelo k vyšší míře trestání vládních stran, upřímného hlasování, důležitosti známých osobností ani kampaně na rozhodování voličů než u prvořadých voleb. Volební chování v druhořadých volbách však bylo z velké části ovlivněno národní politickou arénou.

Abstract:

This master thesis examines the electoral behavior of Brno inhabitants in three selected elections - municipal, regional and national legislative in the period 2014-2017, using the theory of second-order elections. The theory determines the most important first-order national election and other elections as second-order, depending on the first-order elections. The main aim of the thesis is to describe different behavior of Brno voters among the first-order elections to the Chamber of Deputies of the Czech Republic and the second-order municipal and regional elections and to explain which individual characteristics based on the theory influence the different electoral behavior of inhabitants in the selected elections. Six hypotheses were formulated on the basis of the theory and were being verified using individual data generated from voters' polling after voting in all three elections. The results of the analysis showed that most of the hypotheses were not confirmed. Second-order elections did not lead to a higher degree of governmental parties punishing, sincere voting, the importance of well-known personalities, or electoral campaigns than in the first-order elections. Nevertheless, voting behavior in second order elections is still largely influenced by the national political arena.
