Abstract:

Důležitou součástí dlouhodobých strategií Transformace sociálních služeb a Reformy psychiatrické péče, schválených a podporovaných vládou ČR, je proces deinstitucionalizace. Cílem je umožnit přechod lidí označených za postižené z ústavní péče do běžného života v komunitě. V disertační práci etnograficky prozkoumávám proměňující se institucionální uspořádávání podpory skrze tři případové studie a popisuji, jak vzájemně provázané institucionálně organizované utváření ne/normálních subjektů a ne/normálních míst ovlivňuje životy lidí – formující se v interakci s rozdílnými sociální službami – a jejich možnosti utvářet se jako autonomní a s širší společností propojený subjekt. Základní principy teorie aktérů a sítí, které rozvíjím ve svém disertačním výzkumu, nejenže směřují pozornost k performativitě praxí a nastavují citlivost k materialitě, vztahovosti, heterogenitě a vícečetnosti, ale také nás vyzývají ke zkoumání a teoretizování světa prostřednictvím bohatých případových studií. Předkládaný text se opírá o tři takové případové studie. Postupně v popisuji uspořádávání života rezidentů ve velkém ústavu, transformované komunitní službě a v praxi terénního týmu pracujícího metodou case managementu. S přispěním Goffmanova modelu totální instituce a Foucaultovy konceptualizace technologií moci analyzuji deisntitucionalizační změny a zvláště vztahy mezi specifickými institucemi a širší společností, mezi diskursivními strategiemi a mocenským technologiemi, mezi diskursy abstrahovanými a diskursy v každodenní praxi podpory artikulovanými. S využitím východisek sociologie překladu popisuji paralely mezi rolí etnografa a asistenta a vyvozují z toho závěry pro metodologii výzkumu i praxi podpory.

Abstract:

An important part of the “Transformation of Social Services” and “Reform of Psychiatric Care,” a long-term strategy approved and supported by the Government of the Czech Republic, is the process of deinstitutionalization, which aims at the gradual transition of people identified as disabled from institutional care to community-based services. In my dissertation, I ethnographically explore the changing institutional ordering of support through three case studies. I describe how the interrelated institutionally organised formation of ab/normal subjects and ab/normal places influences people’s lives – which are shaped by their interaction with different social services – and their opportunities to shape themselves as autonomous subjects connected with wider society. The basic principles of actor-network theory that I develop in my dissertation research not only direct attention to the performativity of practices and establish a sensitivity to materiality, relationality, heterogeneity and multiplicity, but also invite us to explore and theorise the world through rich case studies. The present text is based on three such case studies. In turn, I describe the ordering of residents’ lives in a large institution, a transformed community service, and through the practice of a field team working with the case management method. Drawing on Goffman’s model of the total institution and Foucault’s conceptualisation of technologies of power, I analyse the process of deinstitutionalization and in particular the relationships between specific institutions and wider society, between discursive strategies and technologies of power, and between abstracted discourses and discourses articulated in the everyday practice of support. Drawing on the premises of the sociology of translation, I describe parallels between the roles of ethnographer and assistant and draw implications for research methodology and practice of care.
