Lobbying in the European Union - the current practice of European lobbying and regulation of tobacco products

Abstract:

Cílem diplomové práce je zhodnotit míru vlivu tabákových subjektů a jejich lobbistických aktivit na evropský legislativní proces týkající se tabákových výrobků. Práce se zabývá problematikou tabákového lobby na úrovni Evropské unie i České republiky. Záměrem práce je zjistit do jaké míry byl lobbing tabákových výrobců společně se spřízněnými lobbistickými organizacemi nebo jejich oponentů ze strany neziskových a nevládních organizací úspěšný ve věci přijímání revidované směrnice o tabákových výrobcích. Práce v prvních dvou kapitolách uvádí obecnou charakteristiku evropského lobbingu a současně lobbing jako takový definuje, dále popisuje regulaci lobbingu na jednotlivých úrovních evropských institucí. Třetí kapitola představuje subjekty tabákového lobby a analyzuje postoje EU a ČR vůči regulaci tabákových výrobků. Případová studie práce poskytuje hlubší sondu do problematiky regulace cigaret s příchutěmi, zejména tzv. mentolek a "slim" cigaret.

Abstract:

The aim of this thesis is to evaluate the potential effect of tobacco entities and their lobbying activities in the European legislative process concerning tobacco products. The work deals with the tobacco lobby within the European Union and the Czech Republic. The aim of this work is to determine to what extent lobbying of the tobacco manufacturers together with related lobbying organizations or their opponents such as non-profit and non-governmental organizations was successful on acceptance of the revised directive on tobacco products. The first two chapters present the general characteristics of European lobbying and simultaneously define lobbying as such, and describe the regulation of lobbying at various levels of European institutions. The third chapter presents the subjects of the tobacco lobby and analyses attitudes of the EU and the Czech Republic towards the regulation of tobacco products. Case study then provides a deeper insight into the issue of regulating cigarettes with flavours, especially the so-called mints and "slim" cigarettes.
