Amok situation in Ostrava and the danger of the risk of soft targets

Abstract:

Bakalářská práce je zpracována na téma nedávného útoku aktivního střelce ve Fakultní nemocnici v Ostravě, kterou Policie ČR nazývá amoková situace. V teoretické části autor vyjmenoval základní používané pojmosloví a uvedl nejznámější případy útoku aktivních střelců v České republice. Následně se autor věnoval i školním střelcům v USA a Německu, kde jsou čím dál více rozšířené mezi studenty. Dále teoretická část obsahuje postup Policie ČR při oznámení amokové situace, vyhledávaná veřejná místa aktivních střelců a způsob jejich zabezpečení. V praktické části je na základě veřejných informací zpracována celková situace a podmínky útoku ve Fakultní nemocnici v Ostravě. Cílem práce je zhodnotit zákrok Policie ČR a navrhnout opatření pro zvýšení ochrany měkkých cílů. Zvolenou metodou komparace je srovnat zabezpečení škol v zahraničí a České republice. V závěru praktické části je vypracována metoda SWOT analýza prostředků Policie ČR k vyhledávání pachatele.

Abstract:

The bachelor's thesis is elaborated on the topic of a recent attack by an active shooter in the University Hospital in Ostrava, which the Police of the Czech Republic calls an amok situation. In the theoretical part, the author listed the basic terminology used and listed the most well-known cases of attack by active shooters in the Czech Republic. Subsequently, the author also focused on school shooters in the USA and Germany, where they are increasingly widespread among students. Furthermore, the theoretical part contains the procedure of the Police of the Czech Republic in announcing the amok situation, the well-liked public places of active shooters and the method of securing them. In the practical part, based on public information, the overall situation, and conditions of the attack in the University Hospital in Ostrava are elaborated. The aim of the work is to evaluate the intervention of the Police of the Czech Republic and to propose measures to increase the protection of soft targets. The chosen method of comparison is to compare the security of schools abroad and in the Czech Republic. At the end of the practical part, the method of SWOT analysis of the tools of the Police of the Czech Republic to search for the perpetrator is elaborated.
