Abstract:

Moje práce ve své teoretické a aplikační části představuje důležité aspekty účetnictví a rozpočtová pravidla organizační složky státu. Tato oblast není tak notoricky známá a populární jako je tomu v případě účetnictví podnikatelských subjektů. Přesto jsem přesvědčena, že i ona je zajímavá a specifická. Není zde podstatná hra nákladů a výnosů, nýbrž členění položek výdajového účtu. Zde se skrývá ta hlavní hra čísel, která v konečném součtu tvoří peněžní sumu vydanou na ten či onen účel. V minulosti byla toto oblast vůbec považována za velmi jednoduchou z hlediska účtování a to především proto, že zde klasické podvojné účetnictví nebylo. Je to ovšem již dávná minulost a dnešní nároky na znalost účetnictví, které je vedeno v souladu s zákonnými předpisy jsou velmi vysoké. Tato práce představuje legislativní rámec účetnictví a rozpočtových pravidel pro organizační složku státu. Po úvodních slovech je zmíněna funkce organizační složky, představena kompletní účtová osnova, účetní závěrka, oblast rozpočtových pravidel a třídění příjmů a výdajů. V aplikační části mojí práce hledám a vyzdvihuji rozdíly vyskytující se v účetnictví organizačních složek státu a to především dodržování rozpočtových pravidel, třídění příjmů a výdajů a jejich dopad na účetní evidenci. Závěrem hodnotí všechna fakta a poznatky, které jsou na následujících stranách představeny.

Abstract:

In the theoretical part of my study this work presents important aspects of accountancy and budget rules of organizational unit of state. This is not as well-known and popular as the accountancy of business people. I believe it is also interesting and specific. Earnings and expenses are important but not as important as the sorting of items of the expenditure account. This is the main part of numbers that create the final amount of money spent on this purpose here and that purpose there. In the past this sphere was considered to be very simple from the point of view of accounting, mainly because of non-existing double-entry bookkeeping. Today’s requirements for the knowledge of legal accounting are really high standard. This work deals with legislative sphere of accounting and budget rules for the organizational unit of state. It consists of an introductory part, the function of the organizational unit of state follows and the complete accounting outline, the statement of account, sphere of budget rules and income and expenditure classification. In the application part of my work I look for and point out the differences that occur in accounting of organizational unit of state, particularly the keeping of budget rules and sorting of earnings and expenses and their impact on accounting evidence. The conclusion assesses all the facts and knowledge introduced on the following pages of my work.
