Structure and condition of housing estates and contemporary problems of small housing cooperatives and homeowners associations: a comparison of Olomouc, Ostrava and Brno

Abstract:

Diplomová práce je věnována problematice regenerací panelových bytových domů a struktuře jejich vlastnictví na území města Olomouce. Hlavním cílem práce je odhalení nejvýraznějších problémů malých bytových družstev a společenství vlastníků jednotek. Objektem práce je část bytového fondu města Olomouce ? jedná se o sídliště budovaná panelovou technologií od 50. let 20. století. Diplomová práce navazuje na předcházející bakalářskou práci, ve které byl zjištěn a statisticky ověřen vztah mezi vlastnictvím a fyzickým stavem budov. V této práci je předmětem zjištění fungování správy panelových domů bytových družstev a společenství vlastníků jednotek, dále také hlavní problémy v jejich činnosti a souvislost s fyzickým stavem domu. Celkově je práce rozdělena do dvou částí ? teoretické a praktické. Teoretická část v jednotlivých blocích nastiňuje: vnitřní prostorové struktury post-socialistického města, historický vývoj a problematiku sídlišť, vývoj jednotlivých typů vlastnictví, relevantní legislativu a rozvoj města Olomouce v souvislosti s jeho bytovým fondem. Praktická část práce je rozdělena do třech bloků. V prvním je zhodnocena předešlá bakalářská práce s jejími hlavními statistickými výstupy a závěry. Druhý blok se věnuje šetření formou strukturovaných rozhovorů, které byly vedeny se zástupci malých bytových družstev a společenství vlastníků. Výsledkem je souhrn zásadních problémů při správě a regeneracích panelových domů. V posledním bloku praktické části je zhodnocena zkoumaná problematika v podmínkách měst Brna a Ostravy, kterým se věnovaly práce mých předchůdců. Nakonec je podáno srovnání ze zkoumaných charakteristik ve všech třech městech.

Abstract:

This thesis is dedicated to the regeneration of prefabricated apartment buildings and structure of their ownership in the city of Olomouc. The main goal is to reveal the most significant problems of small housing cooperatives and condominium associations. The object of this work is part of the housing stock in the city of Olomouc ? these are the housing estates built by the panel technology since the fifties of the 20 century. This thesis builds on the previous bachelor thesis, which detected and statistically verified the relationship between ownership and physical condition of the buildings. In this thesis the object of the survey is the administration operation of the cooperative housing and the condominium associations of prefabricated buildings, as well as major problems in their activities and the relationship to the physical condition of the buildings. Basicly is the thesis dividend in two parts ? theoretical and practical. The theoretical part is devided into three individual blocks which outline: internal spatial structure of post-socialist cities, the historical development and the issue of housing estates, the development of individual types of ownership, relevant legislation and development of the town of Olomouc in relation to its housing stock. The practical part is separated into three blocks as well. In the first is evaluated the previous bachelor thesis with its main statistical outputs and conclusions. The second part deals with the investigation by structured interviews conducted with representatives of small housing cooperatives and condominium associations. The result is a summary of the major problems in administering and regeneration of prefabricated apartment houses. In the last block of practical part there is an evaluation of the examined issues in the cities of Brno and Ostrava, which were investigated in the thesis of my predecessors. In the final there is a comparison made for the examined characteristics in all three cities.
