Trends of Armed Conflicts and Security Relations in East Africa

Abstract:

Ambicí této rigorózní práce je poskytnout čtenáři lepší pochopení bezpečnostní reality východní Afriky od konce studené války – reality z globálního úhlu pohledu často opomíjené a vzhledem k její komplexnosti pro běžného pozorovatele těžko uchopitelné. Jejím hlavním výzkumným cílem je na základě podrobné analýzy ozbrojených konfliktů východní Afriky a regionálních přístupů k jejich managementu odhalit dominantní bezpečnostní trendy a dynamiku tohoto regionu a na tomto základě a s využitím teorie regionálních bezpečnostních komplexů Barry Buzana a Ole Wævera charakterizovat regionální bezpečnostní strukturu východní Afriky a zachytit její možný budoucí vývoj. Zjištění práce poukazují na silnou bezpečnostní interdependenci místních států a na existenci dvou regionálních bezpečnostních komplexů Velkých jezer a Afrického rohu s jejich možnou budoucí fúzí do jednoho velkého bezpečnostního celku. Hlavní výstupy práce tak v podstatě potvrzují trend postupné regionalizace bezpečnosti, doprovázený rozvojem regionálních přístupů k nakládání s bezpečnostními problémy a růstem významu regionální úrovně bezpečnosti v rámci mezinárodní politiky.

Abstract:

The ambition of this thesis is to provide the reader with a better understanding of the security realities of East Africa since the end of the Cold War – the reality that is often neglected in global perspective and due to its complexity very difficult to grasp for ordinary observers. The main research objective of this thesis is through a detailed analysis of East African armed conflicts and regional approaches to their management to expose the dominant trends and security dynamics of the region in the post-Cold War era. On this basis and anchored in the theory of regional security complexes by Barry Buzan and Ole Wæver this thesis also try to characterize the regional security structure of East Africa and capture its possible future development. The outputs of this thesis point to a strong security interdependence among local states, the existence of two regional security complexes, one of the Great Lakes Region and second of Horn of Africa and suggest its possible fusion into one big security unit of the East Africa. Basically, the main findings of this text confirm the gradual trend of regionalization of security, accompanied by the expansion of regional approaches to handling security problems and the growing importance of regional level of security in international politics.
