Abstract:

Tato diplomová práce se zabývá zpracováním žádosti o dotaci z Regionálního operačního programu NUTS II Střední Morava. Takto získané prostředky budou, v případě příslibu dotace, použity na financování investiční akce přístavby mateřské školy v obci Osek nad Bečvou. V teoretické části je popsána obec ve vymezení územní samosprávy, rozpočtový proces, účetní reforma a finanční analýza hospodaření obce. V praktické části je po úvodní charakteristice obce popsáno její hospodaření v letech 2007 ? 2009. Následuje zpracování žádosti o dotaci a to včetně finanční a ekonomické analýzy projektu. V závěru práce je zhodnoceno financování záměru pomocí zdrojů z EU a obci jsou navržena doporučení vedoucí k zefektivnění projektového řízení a hospodaření obce.

Abstract:

This diploma thesis deals with processing the grant claim from the Regional Operational Program NUTS II Central Moravia. Acquired finances, in case of grant assurance, will be used for funding the investment of an additional building of the kindergarten in the village of Osek nad Bečvou. The theoretical part defines the municipality in the form of municipal authorities, the budget process, the account reform and the financial analysis of municipal economy. In the practical part, besides the introductory characteristic of the municipality, its economy between 2007 and 2009 is described. It is followed by the processing of the grant claim, including the financial and economic analysis of the project. At the end of the thesis, the funding of the project with the help of EU resources is evaluated, and the muni-cipality is offered a proposal leading to streamlining the project procedures and municipal economy.
