Analysis of the financial management of the municipality

Abstract:

Diplomová práce je zaměřena na analýzu finančního hospodaření obce Strážov na základě získaných údajů za období 2010–2020. Teoretická část se zaměřuje na charakteristiku, členění a orgánech obcí v České republice. Následuje část zabývající se nástroji hospodaření obcí a složení obecních rozpočtů, dále kontrole a přezkumu hospodaření obcí, včetně monitorujících ukazatelů. V úvodu praktické části je představena vybraná obec a poté proveden rozbor vertikální a horizontální analýzy příjmů a výdajů, z něhož vyplynulo, že hlavním zdrojem financování obce jsou daňové příjmy, které tvořily v průměru 50 % celkových příjmů a dále že většina vynaložených prostředků slouží na financování běžných výdajů obce. Dále byla provedena analýza obce pomocí likvidity a zadluženosti. Bylo zjištěno, že likvidita obce byla po celé sledované období vyšší, než je doporučených 1,5, v roce 2017 měla hodnotu 19,02, jinak se nacházela pod 10, tudíž lze říct, že je poněkud nehospodárná. Zadluženost měla, po celé období velmi dobré hodnoty, které nepřesahovaly nad 10 %. V závěru práce jsou vybrané ukazatele porovnány se stejně velkou obcí, co do rozlohy a počtu obyvatel. Na základě těchto výsledků analýzy finančního hospodaření byly získány odpovědi na otázky, jak se liší příjmová a výdajová část rozpočtu města, jestli je rozpočet města spíše přebytkový nebo deficitní, zda je město schopné splácet dluh z případných přebytků běžného rozpočtu. Závěrem bylo zjištěno, že se obě obce v zásadě od sebe, co se týče výsledků finanční analýzy nijak extrémně neliší.

Abstract:

The diploma thesis is focused on the analysis of the financial management of the municipality of Strážov based on the data obtained for the period 2010-2020. The theoretical part focuses on the characteristics, division, and organs of municipalities in the Czech Republic. This is followed by a section dealing with the instruments of municipal management and the composition of municipal budgets, as well as the control and review of municipal management, including monitoring indicators. The practical part starts with an introduction of the selected municipality and then an analysis of the vertical and horizontal analysis of revenues and expenditures, which showed that the main source of financing of the municipality is tax revenues, which accounted for an average of 50% of total revenues, and that most of the funds spent are used to finance current expenditures of the municipality. In addition, an analysis of the Village was performed using liquidity and debt ratios. It was found that the liquidity of the municipality was very low throughout the period under review, with a value of 19.02 in 2017, otherwise it was below 10. The indebtedness also had very good values throughout the period, not exceedingly above 10 %. At the end of the paper, the selected indicators are compared with a municipality of the same size in terms of area and population. Based on these results of the financial management analysis, answers were obtained to the questions of how the revenue and expenditure part of the city's budget differ, whether the city's budget is more likely to be in surplus or deficit, and whether the city can repay its debt from any current budget surpluses. In conclusion, it was found that the two municipalities are not extremely different from each other in terms of the results of the financial analysis.
