Abstract:

Cílem diplomové práce je komparace a následné zhodnocení úspěšnosti programů vztahujících se k prominutí úplaty, a to v rámci vyhlášek MŠMT s celostátní působností a balíčku okamžité pomoci Pražanům vč. fondu solidarity. Všechny z vybraných sloučených základních a mateřských škol v městských částech Praha 2, 7, 8, 9 a 11 potvrzují hypotézu, že v rámci programů zavedených hlavním městem Prahou bylo vyplaceno více finančních prostředků než v rámci vyhlášek. Teoretická část se věnuje regionálním teoriím, do kterých téma zapadá. Dále je obeznámeno se sociální politikou, která přímo souvisí s finančními úlevami ve školství a jsou zde vyzdvihnuti její aktéři. Dalším tématem teoretické části je veřejný sektor a úloha státní správy v systému řízení školství. Důležitým pojmem regionální školství se zabývá další podkapitola, která plynule přechází k teoretickým seznámením s nejvýznamnější části výzkumu, programům vztahujícím se k prominutí či zmírnění úplaty. Závěrem je popsána metodika psaní praktické části, kde je provedena komparace v rámci žádostí o prominutí úplaty u vybraných školských institucí v pěti různých městských částech. V práci byla zjištěna nesrovnalost v poskytování finančních prostředků vymezených na program balíček pomoci Pražanům ze strany zřizovatelů. Z toho důvodu každá příspěvková organizace postupuje při proplácení jednotlivých opatření dle své vlastní metodiky. Celý program provází mnoho nejasností a nedostatečná informovanost hlavních aktérů. Zásadní problém se pojí s neexistencí jednotné metodiky a kontrolního mechanismu, zvyšování administrativní zátěže ve školách a vyloučení dětí/žáků bez trvalého pobytu na území hl. m. Prahy. Pandemie koronaviru a závažné válečné konflikty přispěly k závažnému prohloubení hospodářské krize na úrovni státu, což se projevilo rychle rostoucí inflací, ale i zhoršení finanční situace domácností a jednotlivců. Praha v této nelehké situaci vytvořila zcela novou a unikátní formu pomoci nad rámec pomoci státu, avšak její kroky měly být důsledněji zváženy. Doporučení uvedená v závěru praktické části napomohou k ujasnění některých nesrovnalostí, které byly zpracováním práce odhaleny.

Abstract:

The aim of the thesis is to compare and subsequently evaluate the success of programs related to the waiver of fees, within the framework of the Ministry of Education and Culture's decrees with national scope and the package of immediate assistance to the citizens of Prague incl. solidarity fund. All of the selected combined elementary and kindergarten schools in the city districts of Prague 2, 7, 8, 9 and 11 confirm the hypothesis that within the framework of the programs introduced by the capital Prague, more funds were paid out than within the framework of the decrees. The theoretical part is devoted to regional theories into which the topic fits. It is also familiar with social policy, which is directly related to financial relief in education, and its actors are highlighted here. Another topic of the theoretical part is the public sector and the role of state administration in the education management system. The important concept of regional education is dealt with in the next sub-chapter, which smoothly transitions to a theoretical introduction to the most important part of the research, programs related to remission or reduction of compensation. In conclusion, the methodology of writing the practical part is described, where a comparison is made within the framework of applications for fee waivers at selected educational institutions in five different city districts. The work revealed an irregularity in the provision of financial resources designated for the package of assistance to the people of Prague by the founders. For that reason, each contributory organization proceeds according to its own methodology when reimbursing individual measures. The entire program is accompanied by many ambiguities and a lack of information on the part of the main actors. The fundamental problem is connected with the non-existence of a unified methodology and control mechanism, the increase in the administrative burden in schools and the exclusion of children/pupils without permanent residence in the territory of the capital. city of Prague. The coronavirus pandemic and serious war conflicts contributed to a serious deepening of the economic crisis at the state level, which was manifested by rapidly increasing inflation, but also the deterioration of the financial situation of households and individuals. In this difficult situation, Prague created a completely new and unique form of aid beyond the framework of state aid, but its steps should have been considered more rigorously. The recommendations given at the end of the practical part will help to clarify some inconsistencies that were revealed during the processing of the thesis.
