Social and environmental context of the planned modernization of the brown coal-fired power station Prunéřov II

Abstract:

Práce přibližuje historii a vývoj sporu kolem plánované modernizace hnědouhelné elektrárny Prunéřov II, jehož aktéry jsou vedle energetické společnosti ČEZ, a.s. také neziskové organizace Ekologický právní servis a Greenpeace, místní občanské sdružení „Chomutov pod pokličkou ČEZ“ a stát. Úvodní část práce shrnuje současné trendy spotřeby neobnovitelných zdrojů energie ve světě i v České republice a poukazuje na environmentální dopady uhelných elektráren. Stěžejní část práce se věnuje samotnému sporu, přibližuje argumenty jednotlivých stran sporu a osvětluje, co je vnímáno jako konfliktní. V diskuzi se práce pokouší zasadit modernizaci elektrárny do širších souvislostí, zejména se věnuje schválení modernizace v souvislosti s korupčním jednáním, stručně hodnotí evropský systém emisního obchodování jako nástroj ke snižování emisí skleníkových plynů a konfrontuje spor s diskuzí o směřování české energetiky.

Abstract:

This thesis discusses the history and development of the dispute over the planned modernization of the coal power plant Prunéřov II, whose players are: the energy company ČEZ, the non-profit organizations Environmental Law Service and Greenpeace, the local civic association "Chomutov pod pokličkou ČEZ" and the state. The initial part of the thesis summarizes current trends in consumption of nonrenewable energy resources in the world and in the Czech Republic and highlights the environmental impact of coal-fired power plants. The central part of the thesis is devoted to the dispute itself, discusses the arguments of the parties and illuminates what is perceived as conflicting. The discussion attempts to put the modernization of plant into a broader context, especially by comparison with similar modernization of coal plants and confronts the controversy with a discussion about the direction of the Czech energy sector.
