Abstract:

Česká republika je značně závislá na zahraničním obchodu, což je zřejmé z charakteru českého hospodářství. Mimo tradičních partnerů z řad Evropské unie se dále prohlubují možnosti exportu zboží do vzdálenějších rozvojových trhů jako je Čínská lidová republika, která je svou charakteristikou hospodářství velmi zajímavou destinací pro český export. Čínské hospodářství je ovlivňováno tradičními centrálními pětiletými plány. V důsledku toho si tato práce si klade za cíl zjistit, do jaké míry ovlivňoval čínský centrální plán rozhodovací proces českých exportérů v období mezi roky 2006-2015. Analyzuje, zda byly pobídky centrálních plánů zjevné, zda na ně čeští exportéři reagovali a měli k tomu dostatečnou institucionální podporu. Teoretická část zasazuje čínské hospodářství do teoretického rámce tržně cenových a centrálně plánovaných konceptů hospodářské politiky. Dále také popisuje historicko-ekonomický vývoj ČLR, který je stěžejní pro pochopení současné situace čínského hospodářství. Praktická část popisuje proces tvorby centrálních plánů v praxi a zaměřuje se na analýzu jedenáctého a dvanáctého centrálního pětiletého plánu s následným porovnáním závěrů těchto plánů s reálnými hodnotami exportu českého zboží mezi roky 2006-2015 dle metodiky Českého statistického úřadu v přeshraničním pojetí s využitím rozdělení na zbožové struktury systému SITC. Finálním zjištěním práce je, že aktuální čínské pětileté plány již nejsou determinujícími dokumenty, které by řídily všechny aspekty ekonomiky jako tomu bylo v minulosti. Výrazným způsobem český export neovlivňují a čeští exportéři jsou odkázáni spíše na subjekty zabývající se česko-čínskými obchodními vztahy.

Abstract:

The Czech Republic is to greater extend dependent to international trade, which is set by the character of Czech economy. Except of traditional partners from European Union there is a growing number of possibilities to export goods to more distant developing markets, like People’s Republic of China, which is an interesting destination for our export of goods mostly because of the character of Chinese economic system. Economic system, which is strongly influenced by the traditional five-year central plans. Consequently, this work aims to provide insight to how much those central plans were influencing decision making process of Czech exporters, if the incentives of the plans were visible enough and if the Czech exporters were reacting to those incentives with a sufficient backup in form of institutional support during years 2006-2015. Theoretical part aims to set Chinese economy into theoretical framework of market pricing and central planning concepts of economics. Furthermore, this part describes historical and economic development crucial for better understanding to current situation of Chinese economy. Practical part describes the process of making of Chinese five-year central plans with emphasis on analysis of 11th a 12th five-year central plan with comparison of outcomes from those two plans with real data of exported goods from Czech Republic to People’s Republic of China between years 2006-2015 according to methodology of Czech statistical bureau in cross-border form with division to commodity structures in conformity with SITC system. Outcome of this work is realization that those two Chinese five-year plans do not influence all economical aspects of Chinese economy anymore and therefore they are not influencing Czech exporters of goods in greater extent and Czech exporters must rely on subjects of Czech-Chinese business relations.
