Ethnic and gender discrimination in the czech private rental housing market

Abstract:

Do jaké míry existuje diskriminace na trhu s bydlením, je důležitou výzkumnou a politickou otázkou, protože diskriminace může mít za následek ekonomickou neefektivitu a sociální vyloučení. Cílem práce bylo vyhodnotit míru etnické a genderové diskriminace na českém trhu soukromého nájemního bydlení, a identifikovat faktory (např. etnikum, pohlaví, vzdělání, kraj), které diskriminační chování mohou ovlivnit. Dále bylo zkoumáno, zda poskytnutí informací o žadatelích může snížit rozsah diskriminace. Práce představuje experiment o diskriminaci na trhu s bydlením, který je založen na základě zahraničních studií a využívá internet jako výzkumnou platformu. Postup zahrnoval vytvoření romských a neromských fiktivních osob s jasně znějícími etnickými a rodovými jmény, přičemž cílovou skupinou šetření byli poskytovatelé bydlení. Fiktivní žadatelé poté reagovali zájmem na nabídky bytů na portálech nabízející pronájem. Míra diskriminace byla měřena komparací četností odpovědí žadatelů a vliv faktorů na míru diskriminace byl ověřován pomocí Pearsnova chi-kvadrát testu nezávislosti. Výsledky experimentu dokazují diskriminaci minoritních mužů a žen ze strany pronajímatelů na českém trhu soukromého nájemního bydlení. Faktory jako etnický původ, pohlaví, status a region jsou důležité při hledání bydlení a mají vliv na obdržení pozitivní reakce od pronajímatele. Poskytnutí informací o zaměstnání nebo osobních vlastnostech žadatele snižuje rozsah diskriminace. Mezi nejúspěšnější žadatele o bydlení patřily neromské ženy, zatímco nejméně úspěšnými žadateli byli Romové bez informací nebo s nižším statusem bez ohledu na pohlaví, kteří hledali bydlení v Ústeckém, Moravskoslezském či Jihomoravském kraji. Práce může posloužit jako zdroj podrobných informací pro vládní dokumenty týkající se situace romské menšiny v ČR (např. Zpráva o stavu romské menšiny v ČR), případně i pro nadnárodní orgány EU, které monitorují plnění cílů vnitrostátních strategií integrace Romů jednotlivými státy EU.

Abstract:

The extent to which discrimination exists in the housing market is an important research and policy question because discrimination can result in economic inefficiencies and social exclusion. The aim of this thesis was to assess the extent of ethnic and gender discrimination in the Czech private rental housing market, and to identify factors (e.g., ethnicity, gender, education, region...) that may influence discriminatory behaviour. Furthermore, it was examined whether providing information about applicants can reduce the extent of discrimination. This thesis presents an experiment on discrimination in the housing market, which is based on foreign studies and uses the Internet as a research platform. The procedure involved the creation of Roma and non-Roma fictitious people with clear-sounding ethnic and gender names, while the target group of the investigation was housing providers. The fictitious applicants then responded with an interest in housing offers on rental portals. The level of discrimination was measured by comparing the frequency of responses from applicants, and the influence of factors on the level of discrimination was tested using a Pearson chi-square test of independence. The results of the experiment provide evidence of discrimination against minority men and women by landlords in the Czech private rental housing market. Factors such as ethnicity, gender, status and region are important in the housing search and have an impact on receiving a positive response from the landlord. Providing information about the applicant's employment or personal characteristics reduces the extent of discrimination. Non-Roma women were among the most successful applicants for housing, while the least successful applicants were Roma with no information or lower status, regardless of gender, who were looking for housing in the Ústí nad Labem, Moravian-Silesian or South Moravian regions. The work can serve as a source of detailed information for government documents concerning the situation of the Roma minority in the Czech Republic (e.g., the Report on the State of the Roma Minority in the Czech Republic), or for EU supranational bodies that monitor the fulfilment of the objectives of national Roma integration strategies by individual EU Member States.
