Unemployment grants and their function during the recessional period of economy

Abstract:

Abstrakt Moje práce se zabývá různými formami podpory nezaměstnaných a to podporou v nezaměstnanosti a podporou vzniku či udržení pracovních míst. Zabývám se i funkcí jednotlivých nástrojů podpory zaměstnanosti a nezaměstnaných v době ekonomické recese. Myslím si, že existuje vztah závislosti mezi mírou nezaměstnanosti a výší výdajů ze státního rozpočtu na oblast zaměstnanosti. Rovněž si myslím, že v době vyšší nezaměstnanosti je větší podíl z prostředků ze státního rozpočtu, které jsou pro tuto oblast přiděleny, směrován na výplatu podpory v nezaměstnanosti a menší část je pak věnována na podporu vzniku nových pracovních míst. Ve své práci se snažím zjistit, zda nějaká taková závislost existuje. Ke zjištění používám analýzu dostupných statistických údajů a zjištěním okolností pro výplatu dávek podpory v nezaměstnanosti a prostředků na aktivní politiku zaměstnanosti. Jako vzorek pro své zkoumání jsem si vybrala okres Most. Po prostudování všech dostupných materiálů jsem došla k závěru, že nelze jednoznačně říci, zda vztah mezi rostoucí či klesající mírou nezaměstnanosti a výší prostředků vydaných na politiku zaměstnanosti existuje, neboť zde hrají velkou roli zcela jiné veličiny.

Abstract:

Abstract The thesis deals with different forms of support of unemployed people; in particular subsidies during unemployment and support of creation or maintaining job positions. The thesis also deals with the functions of individual tools concerning support of employment opportunities and aids earmarked for support of unemployed people during global economic recession. It is strongly believed that there is a relationship between the unemployment rate and the level of expenses released from the national budget earmarked for the employment issues. At the same time there is observation that at the time of higher unemployment rate, greater share of national budget funds earmarked for this area are directed to payment of unemployment grants/doles, whilst a minor share is spent on support of creation of new job opportunities. The purpose of the thesis was to discover if the relationship aforementioned did exist. For this purpose analysis was carried out of statistical data available and learning about circumstances concerning payment of unemployment grants and means earmarked for proactive policy concerning employment. The district of Most was chosen as a sample for the investigation. After processing all the documentation available, the conclusion is such that it is not possible to state unambiguously whether there is a relationship between rising or decreasing rate of unemployment and the level of means spent on employment policy as quite a great number of different factors play a major role in this respect.
