The Role of the Ombudsman in Relation to the Principles of Good Governance

Abstract:

Bakalářská práce se zabývá problematikou role veřejného ochránce práv ve vztahu k principům dobré správy. Práce je rozdělena na dvě části, teoretickou a praktickou část. V teoretické části jsou definované konkrétní pojmy, které se týkají vybraného tématu, jako je veřejný ochránce práv, historie a vznik jeho instituce, dále pak jeho činnost, působnost, práva a povinnosti, v neposlední řadě je teoretická část věnována dobré správě a jejím principům. V praktické části je věnována pozornost zvolenému případu, kterým se veřejný ochránce práv v minulosti zabýval. Závěr práce je zaměřen na shrnutí zjištěných poznatků a jsou navrženy možná řešení a návrhy na zlepšení.

Abstract:

The bachelor thesis deals with the issue of the role of the Public Defender of Rights in relation to the principles of good governance. The work is divided into two parts, theoretical and practical part. The theoretical part defines specific terms related to the selected topic, such as the institution of the Ombudsman, its origin and history, the Ombudsman himself, good governance and, last but not least, its basic principles on which it is based. The practical part deals with a selected case, which the Ombudsman dealt with in the past. The conclusion of the thesis is devoted to a summary of the findings and proposed solutions and possible improvements that would lead to improved activities of the Ombudsman.
