The Development of Fiscal Policy in Our Country After 1989

Abstract:

Diplomová práce se zabývá vývojem fiskální politiky a jejím významem v hospodaření státu. Po krátkém exkurzu do období před rokem 1989, se zaměřuje na hlavní transformační roky 1990–1999, ve kterých docházelo k velkým změnám v řízení národního hospodářství. V těchto letech je popisováno hospodaření a události, které měly vliv na fiskální politiku státu. Pokračováním je období po transformaci od roku 2000–2013. V další části práce jsou popisovány vládní programy všech vlád od roku 2007. Plnění těchto programů je porovnáváno s realitou a hodnoceno. Dále je v práci popisován vývoj zadlužování, důvody jeho zvyšování a možnosti jeho řešení. Pro znázornění jsou použity tabulky a grafy. Jako poslední jsou uvedeny hlavní body vládního programu pro rok 2014, s kterými je v některých jejich částech polemizováno. Přínos této práce je v celkovém a přehledném shrnutí vývoje fiskální politiky a hospodaření státu od centrálního plánovaní k plně vyvinutému tržnímu hospodářství. Přináší seznámení s tím, jakých chyb se politici dopouštěli v řízení fiskální politiky, s návrhy které by snížily mandatorní výdaje, zvýšily příjmy do státní pokladny a snížily státní dluh.

Abstract:

The thesis is concerned with the development of fiscal policy and its significance in the management of the state. After a short flashback to the era before the year 1989, it focuses on the crucial transformative years 1990–1999, in which there were great alterations in the management of the national economy. In these years are described the management and events which affected the fiscal policy of the state. Its continuation is the era after the transformation from the year 2000–2013. In the following part of the thesis are described the government agendas of all the governments since the year 2007. Fulfillment of these agendas is compared to reality and evaluated. Furthermore, in the thesis is described the development of running into debt and reasons of its increase and options of its solution. For demonstration are used charts and graphs. As the last are mentioned the main points of the government agenda for the year 2014, which are being debated in some parts. The asset of this thesis is in its overall and transparent synopsis of the development of fiscal policy and state management ranging from central planning to fully-developed free-market economy. It acquaints us with what mistakes the politicians have made in the management of fiscal policy, with proposals which would decrease mandatory expenses, increase revenues to the state coffers and decrease the state debt.
