Abstract:

Diplomová práce se zabývá vznikem a vývojem okresní samosprávy v jejím prvním volebním období. Pozornost je věnována reformám veřejné správy po roce 1848, které následně ovlivnily vznik okresní samosprávy. Práce se věnuje legislativnímu rámci působení okresní samosprávy, reakci české politiky po zavedení tohoto samosprávného celku a také prvním volbám do okresních zastupitelstev. Cílem práce je výzkum dosud silně opomíjené problematiky vzniku a vývoje okresní samosprávy v Čechách v 60. letech 19. století. Jde tedy o zmapování a analýzu institutu nově zavedené okresní samosprávy, její zasazení do kontextu vývoje veřejné správy a z pohledu současníků o přiblížení jejího vzniku, funkce a významu pro české obyvatelstvo a českou politickou reprezentaci v habsburské monarchii. V práci se budu zabývat těmito výzkumnými otázkami: Jaké důvody vedly k zavedení okresní samosprávy a jaký byl její vztah ke státní správě? Jaká legislativní úprava realizovala zřízení okresní samosprávy v rámcovém říšském a českém zákonodárství a jaké byly motivy k jejímu zavedení v Čechách a k jejímu nevyužití ve většině zemí habsburské monarchie? Jaký byl vztah české politiky 60. let 19. století k okresní samosprávě a jak ji využívala při prosazování českého politického programu? Jaké byly výsledky prvních voleb do okresních zastupitelstev a okresních výborů?

Abstract:

The thesis deals with the establishment and development of district self-government in its first electoral term. Attention is paid to public administration reforms after 1848, which subsequently influenced the establishment of district self-government. The thesis focuses on the legislative framework of district self-government, the Czech political response following the introduction of this self-governing entity, and the first elections to district councils. The aim of the thesis is to research the previously neglected issue of the emergence and development of district self-government in Bohemia in the 1860s. Therefore, it aims to map and analyze the institute of newly introduced district self-government, its placement in the context of public administration development, and from the perspective of contemporaries, to approximate its origin, function, and significance for the Czech population and Czech political representation in the Habsburg monarchy. The thesis will address the following research questions: What reasons led to the introduction of district self-government, and what was its relationship to state administration? What legislative provisions implemented the establishment of district self-government in the framework of imperial and Czech legislation, and what were the motives for its introduction in Bohemia and its non-utilization in most countries of the Habsburg monarchy? What was the relationship of Czech politics in the 1860s to district self-government and how did it use it in promoting the Czech political agenda? What were the results of the first elections to district councils and district committees?
