Abstract:

Aktuálním problémem je závislost států Evropské unie (EU) na technologiích a surovinách z jiných států. Pokud jde o závislost na digitálních technologiích z Číny a USA, lze teoreticky uvažovat o tom, co by se stalo v případě digitálního embarga na neevropské technologie a v případě ohrožení digitální suverenity. Digitální suverenita států je předmětem diskusí mnoha aktérů z oblasti politiky, obchodu, občanské společnosti a vědy. Neexistuje však univerzální definice pojmu digitální suverenita ani jednotné chápání oblastí činnosti nezbytných k jejímu posílení. Model vyvinutý v této disertační práci k posouzení digitální suverenity se zaměřením na EU poskytuje příspěvek k posílení digitální suverenity států. Kromě návrhu definice digitální suverenity odvozené z analýzy a syntézy je vypracován dílčí model, který strukturuje možné parametry ovlivňující digitální suverenitu. Model je poměřován sekundárními daty a induktivně je z něj odvozen index digitální suverenity. Index je ověřován a validován pomocí kvantitativních metod a korelací s existujícími srovnávacími indexy. Státy jsou seřazeny podle hodnot indexu; státy EU jsou na předních místech žebříčku. Na základě analýzy ovlivňujících parametrů je lze rozdělit do tří skupin, pro které lze odvodit kvantifikovatelné oblasti působení. Jedná se například o výrazně vyšší investice do začínajících podniků, zvýšení vývozu ICT služeb a snížení překážek digitálního obchodu. Model poskytuje analytický základ, který může vést k posílení digitální suverenity států EU, pokud budou realizovány z něj odvozené oblasti činnosti.

Abstract:

A current problem is the dependence of the European Union (EU) states on technologies and raw materials from other states. Regarding the dependency on digital technologies from China and the US, it can be theorised what would happen in the case of a digital embargo against non-European technologies and if digital sovereignty is threatened. The digital sovereignty of states is a subject of discussion among numerous actors in politics, business, civil society and science. However, there is no universal definition of the term digital sovereignty, nor is there uniform understanding of the necessary fields of action (FoA) to strenghten it. The model developed in this dissertation to assess the digital sovereignty, with a focus on the EU, provides a contribution to strengthening the digital sovereignty of states. In addition to proposing a definition of digital sovereignty derived from analysis and synthesis, a component model that structures possible parameters influencing digital sovereignty is developed. The model is measured with secondary data, and a digital sovereignty index is inductively derived therefrom. The index is verified and validated through quantitative methods and correlations with existing comparative indices. The states are ranked using the index-values; the states of the EU are at the top of the rankings. Based on an analysis of the influencing parameters, these can be classified into three groups for which quantifiable FoA can be derived. These are, for example, significantly higher investments in start-ups, increasing exports of ICT services, and reducing barriers to digital trade. The model provides an analytical basis that can lead to the strengthening of the digital sovereignty of the EU states if the fields for action derived from it are realised.
