Deterrence of Terrorism: USA vs. Al-Qaeda

Abstract:

Předkládaná diplomová magisterská práce se zabývá problematikou odstrašování terorismu. Zaměřuje se na případ snah odstrašování Al-Káidy ze strany Spojených států amerických. Teoretická část práce představuje teorii odstrašování a jeho podmínky. Zároveň prezentuje specifika a limity pro případ odstrašování nestátního aktéra. Toto zkoumá na případu USA a Al-Káidy v období po útocích na americké Světové obchodní centrum 11. září 2001 do roku 2011. Cílem práce je určit konkrétní vzorce a nástroje, jež USA během zmíněného období užívaly v rámci snahy odstrašit Al-Káidu od ohrožování a útoků na americké zájmy. Na tomto daném případu si práce klade za cíl identifikovat možnosti využití odstrašování vůči nestátním aktérům a terorismu, jako i identifikovat specifické podmínky, jež je nutné brát v potaz v takovém asymetrickém vztahu. Poukázat na možné limity a úskalí takového odstrašovacího vztahu a odhalit nástroje k jejich úspěšné minimalizaci.

Abstract:

Abstract This master thesis deals with the topic of deterrence of terrorism. It focuses on the case of deterrence efforts of the United States of America towards Al-Qaeda by the United. The theoretical part presents the theory of deterrence and its conditions. At the same time, it presents specifics and limits of the deterrence of a non-state actor. The thesis examines the case of the US and Al Qaeda from the time of the attack on the World Trade Center on 9/11 2001 to the year 2011. The aim of the thesis is to identify specific patterns and tools that were used by the US administration, during above mentioned period, to deter Al-Qaeda from threatening and attacking US interests. In this case, the thesis aims to identify the possibilities of deterrence against terrorism and violent non-state actors, as well as to identify the specific conditions that must be considered in such asymmetric relationship. To stress out possible limits and difficulties of such deterrent relationship and uncover tools to minimize these.
