Project of Improving the Selection Process of Local Taxes and Their Arrears in Hulín Municipality

Abstract:

Cílem této diplomové práce je nalézt způsoby zlepšení postupu při výběru místních poplatků a jejich nedoplatků ve městě Hulín. V teoretické části práce je charakterizována obec jako územní samosprávní celek a struktura a procesy v rámci rozpočtu obce. Dále je představena problematika výběru místních poplatků a následného vymáhání nedoplatků v závislosti na platné legislativě upravující jejich správu. V praktické části práce je provedena analýza příjmové a výdajové stránky rozpočtu města Hulín v letech 2010 až 2014, včetně vývoje příjmů z místních poplatků a nedoplatků na těchto poplatcích. Následně jsou identifikována slabá místa v současném procesu výběru místních poplatků a jejich nedoplatků a jsou navrženy nové nebo zlepšeny stávající postupy jak při jejich úhradě, tak při vymáhání. To vše s ohledem na zásadu efektivnosti a hospodárnosti v podmínkách města Hulín.

Abstract:

The aim of this dissertation is to find the ways how to improve the method at the collection of local fees and their unpaid balances in Hulín. The theoretical part of my dissertation characterizes the town as the territorial self governing unit as well as the structure and processes within the town budget. Moreover, it describes the issue of the collection of local fees and the subsequent recovery of the unpaid balances in dependence on the valid legislation regulating their administration. The practical part of my dissertation performs the analysis of receipt and expenditure aspects of the town budget in Hulín in the time period from 2010 to 2014, including the development of the receipts from local fees and unpaid balances of these fees. Subsequently, it identifies the weak places in the current method of the collection of local fees and their unpaid balances and it suggests the new methods or it improves the existing methods for the payment of local fees as well as for the recovery of the unpaid balances. All is performed considering the principles of efficiency and economy in the conditions of Hulín.
