Management of medical facility in the public health insurance system

Abstract:

Diplomová práce se zaměřuje na téma hospodaření zdravotnického zařízení v systému veřejného zdravotního pojištění. Práce se zabývá hlavně primární péčí hrazenou z veřejného zdravotního pojištění. V první části práce jsou vymezeny základní pojmy v oblasti zdravotnictví včetně základních modelů financování zdravotnictví. V rámci této části je popsáno zdravotnictví v České republice, rozdělení zdravotních pojišťoven a zdroje financování zdravotnictví. Jako další jsou popsány způsoby úhrad zdravotní péče a výdaje na zdravotnictví. V praktické části je představeno analyzované zdravotnické zařízení. Tato část je věnována provozní analýze a způsobu financování ambulantního zdravotnického zařízení před a během onemocnění covid-19 v letech 2019-2021 a regulací úhrad. Dále se v práci analyzuje vývoj hospodaření vybraného zdravotnického zařízení a výsledek včetně příjmů a výdajů. Součástí práce je rozhovor s provozovatelem zdravotnického zařízení. Cílem práce je zhodnotit hospodaření ambulantního zdravotnického zařízení v letech 2019-2021.

Abstract:

The Master's thesis focuses on the topic of financial management of a healthcare facility in the public health insurance system. The thesis primarily deals with primary care covered by public health insurance. The first part of the thesis defines basic concepts in the field of healthcare, including basic models of healthcare financing. Within this part, healthcare in the Czech Republic is described, including the division of health insurance companies and sources of healthcare financing. The methods of reimbursement for healthcare services and healthcare expenditures are also described. The practical part introduces the analyzed healthcare facility. This part is devoted to operational analysis and the method of financing an outpatient healthcare facility before and during the COVID-19 pandemic in the years 2019-2021, including reimbursement regulations. Furthermore, the thesis analyzes the financial performance of the selected healthcare facility and its outcomes, including income and expenses. An interview with the operator of the healthcare facility is included as part of the thesis. The aim of the thesis is to evaluate the financial management of the outpatient healthcare facility in the years 2019-2021.
