The influence of the misrepresentation of statistical reporting of unemployment during the Great Depression on the social security system in 1929-1937

Abstract:

Předmětem práce je analýza statistik nezaměstnanosti v období velké hospodářské krize v Československu. Práce vychází z předpokladu, že statistika nepostihovala značnou část skutečně nezaměstnaných, a že její kvantitativní i kvalitativní nepřesnosti měly vliv na vývoj systému sociální péče o nezaměstnané a na situaci na trhu práce v letech 1929– 1937. Pro zkoumání a verifikaci hypotézy a zodpovězení dílčích otázek bylo využito především metody kauzální a vztahové analýzy. Pro uvedení do kontextu velké hospodářské krize bylo použito metody progresivní, při přístupu k legislativním úpravám bylo použito metody právně analytické a pro analýzu kvantitativních ukazatelů bylo použito metody statisticko-analytické. Práce potvrdila předem stanovenou hypotézu a odpověděla na stanovené otázky. Z podrobné analýzy vyplývá, že hlavní příčinou zkreslení statistiky nezaměstnanosti byla její velmi úzká definice a nekomplexní zákonné úpravy gentského systému, které se do statistik promítaly se zpožděním a takřka vyloučily možnost srovnání ucelené časové řady. Systému zprostředkování a evidence práce chybělo především jasné vymezení struktury pracovníků a sjednocenost napříč statistikami. Růst státních výdajů v oblasti sociální péče však neznamenal nárůst výše podpory jako takové, ani větší procento těch, kteří na ni dosáhli, a to především z důvodů provázanosti systému s nedostatečnou evidencí a definicí nezaměstnaných. Protože byly ostatní formy státní pomoci podmíněné obdobně nastavenými pravidly, existovala značná část nepracujících bez jakékoliv státem organizované pomoci. Nejchudším částem republiky se paradoxně dostávalo nejméně přídělů ze všech pilířů forem pomoci, z toho důvodu, že zde evidence zachytila jen malé procento skutečně nezaměstnaných a potřebných. Což s sebou neslo různé projevy nepokojů, argumenty pro autonomii jednotlivých národů, ale také přímý apel na změnu systému péče o nezaměstnané.

Abstract:

The subject of the diploma thesis is the analysis of unemployment statistics during the great economic crisis in Czechoslovakia. The diploma thesis assumes that the statistics did not cover a significant part of the actually unemployed, and that its quantitative and qualitative inaccuracies had an impact on the development of the social care system for the unemployed and the labor market situation in 1929–1937. The methods of causal and relational analysis were mainly used to examine and verify the hypothesis and answer partial questions. Progressive methods were used to put it into the context of the great economic crisis, legal analytical methods were used in the approach to legislative amendments, and statistical-analytical methods were used for the analysis of quantitative indicators. The diploma thesis confirmed the predetermined hypothesis and answered the set questions. A detailed analysis shows that the main reason for the distortion of unemployment statistics was its very narrow definition and incomplete legal regulations of the Ghent system, which were reflected in the statistics with a delay and almost ruled out the possibility of comparing a comprehensive time series. The system of mediation and registration of work lacked, above all, a clear definition of the structure of employees and unity across statistics. However, the growth of state expenditure in the area of social care did not mean an increase in the amount of support as such, nor a larger percentage of those who achieved it, mainly due to the interconnectedness of the system with insufficient records and the definition of the unemployed. As other forms of state aid were conditional on similarly set rules, there was a significant proportion of non-workers without any state-organized aid. Paradoxically, the poorest parts of the republic received the least allocations of all the pillars of forms of assistance, because the records here recorded only a small percentage of the actually unemployed and needy. Which brought with it various manifestations of unrest, arguments for the autonomy of individual nations, but also a direct appeal to change the system of care for the unemployed.
