The aim of this thesis is a theoretical analysis of the factors influencing a regulator's proceedings on sanctions, which may have a negative impact on the regulator's decision-making. Although the regulator is limited by a clearly defined legal framework, its view on the supervised entities may be affected to a significant extent.
