Regional Elections in the South Moravian Region in connection with the Theory of Second Order Elections

Abstract:

V této práci se autor věnuje krajským volbám v Jihomoravském kraji, kdy aplikuje teorii voleb druhého řádu na obce s rozšířenou působností. Shrnuje fungování krajské samosprávy, jejích orgánů a snaží se nastínit charakteristické rysy ve vybraném kraji. Stručně poskytuje přehled o vývoji teorie voleb druhého řádu v průběhu tří posledních dekád. Autor analyzuje výsledky tří hypotéz, jež byly testovány na krajských volbách z let 2000, 2004 a 2008. Hypotézy se zabývají volební účastí, zisky jednotlivých stran, volebními programy a kampaněmi. Zvolené hypotézy jsou primárně testovány na čtyřech parlamentně stabilních stranách, aby získané výsledky mohly být smysluplně komparovány. Vzhledem k vývoji krajské samosprávy i změn pohledu na krajskou politiku a volby jsou hypotézy testovány v jednotlivých volebních letech. V závěru autor předkládá a zhodnocuje výsledky jím testovaných hypotéz. Výraznou výjimku představuje KDU-ČSL. Její volební výsledky v Jihomoravském kraji jsou svojí povahou diametrálně odlišné od ostatních a jsou tedy v rozporu s teorií voleb druhého řádu.

Abstract:

In this work the author focuses on the regional elections in the South Moravian Region applying the theory of second order elections on the municipalities with extended competence. He summarizes the function of regional administrations and their bodies, and he enumerates the characteristic features of the selected region. He briefly shows the overview of the theory of second order elections development in the last thirty years. The author analyses the outcomes of three hypotheses which were tested on the regional elections in the years 2000, 2004 and 2008. These hypotheses focus on the participation of voters, number of votes for particular parties and party policies and campaigns. The chosen hypotheses are primarily tested on four parliament parties in order to meaningfully compare and contrast the results. Due to the developments of regional administrations and changes of view of regional politics, the hypotheses are tested in the particular voting years. Getting to the end of the work, the author shows and evaluates the outcomes of the tested hypotheses with the exception of the outcomes for Christian and Democratic Union – Czechoslovak People's Party. The electorate of this party in the South Moravian Region significantly differs from the rest of the country and, therefore, contrasts with the theory of second order elections.
