Competences and powers of the Ombudsman in selected EU states

Abstract:

Bakalářská práce se zaobírá Veřejným ochráncem práv, včetně jeho pravomocí a působností, u vybraných státu EU a samotné ČR. Cílem práce je podat celistvý a souhrnný pohled na institut Veřejného ochránce práv. V teoretické části je vysvětlen samotný pojem veřejného ochránce práv, včetně stručného historického vývoje, klasifikace, pravomocí a působnosti. V analytické části si kladu za cíl zjistit u zvolených ombudsmanů v Dánsku, Maďarsku a Slovenské republiky jejich působnost a rozsah pravomocí. Dle kontroly závěrečných zpráv se zaměřím převážně na problematiku sociálního zabezpečení v ČR, jež je nejčastějším tématem podnětů ombudsmanovi. V práci je využitá především metoda popisná, která převážně sumarizuje a stanovuje zjištěné údaje a informace.

Abstract:

The bachelor thesis deals with the Public Defender of Rights, including its powers and competences, in selected EU countries and the Czech Republic itself. The aim of the thesis is to provide a comprehensive and comprehensive view of the institute of the Public Defender of Rights. The theoretical part explains the concept of the Public Defender of Rights, including a brief historical development, classification, powers and powers. In the analytical part, I aim to ascertain the competence and scope of powers of the elected ombudsmen in Denmark, Hungary and the Slovak Republic. According to the audit of the final reports, I will focus mainly on the issue of social security in the Czech Republic, which is the most frequent topic of complaints to the Ombudsman. The thesis mainly uses the descriptive method, which mainly summarizes and determines the data and information found.
