The impact of accounting reform of public finances in particular conditions selected contributory organizations

Abstract:

Předmětem a cílem bakalářské práce je zhodnocení dopadů účetní reformy veřejných financí v konkrétní příspěvkové organizaci. Pro zpracování tématu si autorka vybrala změny v oblasti hospodaření s dlouhodobým majetkem v mateřské škole. Podstatnou součástí práce je podrobný popis účetní reformy a neziskového sektoru v České republice. Za hlavní část lze považovat podrobný rozbor účetních metod při pořizování, oceňování, odpisování, evidence a vyřazování dlouhodobého majetku. V aplikační části jsou uvedené účetní metody podrobně popsány na příkladu hospodaření s dlouhodobým majetkem v konkrétní příspěvkové organizaci. Součástí práce jsou tři výzkumné problémy, které řeší otázky, jak se změnilo účtování příspěvkových organizací v oblasti hospodaření s majetkem před reformou veřejných financí a po reformě a otázku, jak se tyto změny projevily v konečných účetních výkazech. Třetím výzkumným problémem je otázka, zda je pořizování investic pro mateřskou školu výhodné. Pro zpracování uvedené práce byly informace získány z odborné literatury a z praktických zkušeností práce účetní, následně byla provedena analýza dokumentů, osobní rozhovor a porovnání poznatků. Bylo zjištěno, že v účtování hospodaření s dlouhodobým majetkem došlo k několika změnám, které v určité míře ovlivnily výkazy účetní jednotky. Při správném hospodaření a při výběru vhodné účetní metody odepisování dlouhodobého majetku může příspěvková organizace ušetřit finanční prostředky, naplnit fond reprodukce majetku a následně použít k nákupu nového potřebného majetku.

Abstract:

The object and aim of this thesis is to evaluate the accounting impact of the reform in public finance system related to particular contributory organization. The author of this thesis has chosen topic as of specific changes in asset management in a nursery school. A substantial part of that work is a detailed on description of the accounting reform and the non-profit sector in the Czech Republic. As the main part can be considered a detailed analysis of the accounting methods related to acquisition, valuation, depreciation, registration and disposal of fixed assets. In the application part there are described an accounting policies set out in detailed example of asset management in particular contributory organization. There are two researches included in this thesis, one is addressed to the issue of how the reform in public finance system changed an accounting system related to the asset management with evaluation after and before that reform, second one is focused on how these changes influenced the final financial statements of the organization. For processing that thesis, the information was obtained from the literature and from the practical accountant´s experiences, subsequently, the analysis of all documents was made and these knowledge were compared. It was found that in the accounting system for asset management has undergone several changes, which has some extent affect to the financial statements of the organization. With proper management and the selection of appropriate accounting methods for depreciation of fixed assets can contributory organizations save more money, fulfil reproduction fund assets as well and subsequently use that money to purchase new assets needed.
