Public-Private partnership in the Czech Republic

Abstract:

Tématem této bakalářské práce je spolupráce veřejného a soukromého sektoru v České republice s cílem identifikovat klíčové faktory, jež ovlivňují realizaci PPP projektů. První část této práce obsahuje základní vymezení pojmu Public-Private Partnership - neboli spolupráce veřejného a soukromého sektoru včetně typologie projektů a hlavních výhod a nevýhod, které s sebou tato spolupráce přináší. Další kapitola je zaměřena na konkrétní legislativní a ekonomické podmínky projektů v České republice. Následující částí této práce je komparační analýza konkrétních projektů, které jsou na území České republiky evidovány a realizovány. Na základě této analýzy jsou vyhodnoceny a definovány možné faktory, které ovlivňují proces projektů jak v negativním, tak v pozitivním slova smyslu. Mezi hlavní faktory patří finanční náročnost a dlouhodobost PPP projektu. Pozastavené projekty jsou zpravidla časově i finančně náročnější. Dalším faktorem, který ovlivňuje projekt, může být také zadavatel. V případě realizovaných projektů je zadavatelem ve většině případů menší územní jednotka, například obec. Naopak v případě zrušených projektů je zadavatelem v mnoha případech Ministerstvo. Mezi další faktory patří nedostatečná legislativa PPP projektů a také jejich náročnost, co se týká dokumentace.

Abstract:

The topic of this bachelor thesis is the cooperation of the public and private sectors in the Czech Republic in order to identify key factors that affect the implementation of PPP projects. The first part of this work contains a basic definition of the term Public-Private Partnership - or cooperation between the public and private sectors, including the typology of projects and the main advantages and disadvantages that this cooperation brings. The second theoretical part is specified on specific legislative and economic conditions of projects in the Czech Republic. Subsequently, in the methodological part of this work, projects that are registered and implemented in the Czech Republic are examined by comparative analysis. Based on this analysis, possible factors that influence the project process in both negative and positive terms are evaluated and defined. The main factors include the financial complexity and longevity of the PPP project. Suspended projects are usually more time and money consuming. Another factor that affects the project can also be the contracting authority. In the case of implemented projects, the contracting authority is in most cases a smaller territorial unit, such as a municipality. On the contrary, in the case of canceled projects, the contracting authority is in many cases the Ministry. Other factors include insufficient legislation on PPP projects as well as their complexity in terms of documentation.
