Auditing of a small municipality

Abstract:

Předmětem diplomové práce je popsat a analyzovat současnou úpravu přezkoumání hospodaření a finančního auditu, jejich možnosti a omezení pro malé obce. Teoretická část práce se zabývá objasněním jednotlivých teoretických pojmů, nastiňuje současnou právní úpravu a je zaměřena obecně na přezkoumání hospodaření obce a finanční audit. V praktické části jsou analyzovány rozdíly v provedení přezkoumání hospodaření v roli kontrolora krajského úřadu a v roli nezávislého auditora, práce je doplněna porovnáním provedení přezkoumání v praxi jak kontrolorem, tak a auditorem.

Abstract:

The goal of the submitted thesis is to describe and to analyze the co-temporary regulations for the auditing of the management and the financial audit, their possibilities and restrictions for small municipalities. The theoretical part of the thesis deals with explanation of the particular theoretical terms, outlines today`s legal regulations and is focused generally on auditing of the management and the financial audit. Differences in performance the auditing of management acting as a controller of the Regional Authority and the control of the independent auditor are analyzed in practical part, the thesis is supplemented by comparison of practical performing the auditing of the management both a controller and an auditor.
