Authorities Protecting Public Interest (Supreme Audit Office and Office of the Government Representation in Property Affairs)

Abstract:

Cílem této diplomové práce bylo vymezit základní charakteristiku dvou úřadů sloužících k ochraně veřejného zájmu. Hlavní pozornost byla věnována Nejvyššímu kontrolnímu úřadu a Úřadu pro zastupování státu ve věcech majetkových. Předmětem této práce bylo sledování jejich historických kořenů, dále důvod vzniku a úprava jejich činnosti. Zaměřila jsem se rovněž na vymezení orgánů ochrany veřejného zájmu i z obecného pohledu. Poté jsem provedla základní vymezení postavení Nejvyššího kontrolního úřadu a postavení Úřadu pro zastupování státu ve věcech majetkových. Podrobněji jsem se zabývala činnostmi obou těchto úřadů z pohledu platné právní úpravy s cílem postihnout jejich specifika. Mojí snahou bylo zobrazení uceleného pohledu na předmětné úřady a zkoumání možností jejich vzájemné spolupráce a případné prohloubení této spolupráce do budoucna.

Abstract:

The aim of this thesis was to stake out two authorities protecting public interest. Main interest was intended on the Supreme Audit Office and the Office of the Government Representation in Property Affairs. The subject of the thesis was to show their historic rootages, the reason of their origin and the legal regulations of their activity. I paid attention to demarcation of competences of the organs protecting public interest from the general survey as well. I carried out the basic circumscription of position of the Supreme Audit Office and Office of the Government Representation in Property Affairs. I was engaged in the activity of these two offices at large from the valid legal form, with the stress for their specifics. My intention was to survey these offices and to envisage their intercommunication and cooperation with the possibility of cavity of this cooperation to the future.
