Development possibilities of selected border areas in the context of integration of Central Europe with a view on political and cultural geography

Abstract:

Téma pohraničí je v české geografické literatuře i výzkumech v posledních dekádách poměrně frekventované. Tento zvýšený zájem výzkumníků je logicky dán dynamickými změnami, které v českém (středoevropském) pohraničí proběhly. Od roku 1989 se zásadně změnil pohraniční režim, pohraniční území se během dvaceti let stala integrovanými v rámci Evropské unie a tzv. Schengenského prostoru. To přineslo nový fenomén přeshraniční spolupráce, kterou finančně podporuje Evropská unie. Tyto aspekty tedy zásadním způsobem ovlivnily povětšinou periferní pohraniční oblasti v České republice, které po éře socialismu, uzavřenosti a stagnace získávají nové impulsy pro svůj rozvoj. Disertační práce shrnuje výsledky výzkumů prováděných v rámci pohraničí střední Evropy mezi lety 2011-2015, přičemž primárním objektem zájmu je česko-polské pohraničí, konkrétně část jeho tzv. sudetského úseku (příhraničí euroregionu Praděd). Nejprve jsou prezentovány teoretické přístupy politické, kulturní a regionální geografie využitelné pro výzkum pohraničí a využité rovněž v rámci této práce. Poté jsou prezentovány výsledky provedených výzkumů, které se zaměřovaly na historicko-geografické vývojové aspekty česko-polského pohraničí a jeho socioekonomickou charakteristiku. Díky provedeným vlastním terénním výzkumům bylo možné v práci rovněž prezentovat ve formě případových studií percepci státní hranice a přeshraniční spolupráce rezidenty z pohraničí a rovněž problematiku rozvoje periferních regionů po "Schengenu" pohledem regionálních aktérů z území a studentů z pohraničí. Zjištěné empirické výstupy jsou diskutovány a zobecněny.

Abstract:

The borderland topic has become relatively frequent in the Czech geographical literature and research in recent decades. This increased interest of researchers is logical, given the dynamic changes that have taken place in the Czech (Central European) border regions. Since 1989, the border regime has fundamentally changed; the border-land has become integrated within the European Union and the so-called Schengen Area in the last twenty years. This has brought a new phenomenon of cross-border cooperation, financially supported by the European Union. Thus, these aspects have mainly influenced the peripheral border areas in the Czech Republic, which, after the era of socialism and stagnation, have gained new impulses for their development. This dissertation thesis summarizes the results of the research carried out within the border regions of Central Europe between the years 2011-2015. The primary object of interest is the Czech-Polish borderland, specifically the part of its so-called Sudeten section (the border region of the Praděd Euroregion). Firstly, the theoretical approaches to political, cultural and regional geography are presented as generally applicable to the research of borderland and specifically applied in this work. Afterwards, the results of the research focused on the historical and geographical aspects of the development of the Czech-Polish borderland and its socio-economic characteristics are presented. Thanks to the practical field research, it was also possible to present as case studies the perception of the state border and cross-border collaboration by residents from the border region, as well as the development of peripheral regions after Schengen in the view of regional actors from the territory and students from borderland. The empirical outcomes are discussed and generalized.
