Quality standards of social and legal protection of children

Abstract:

Diplomová práce se zabývá standardy kvality sociálně-právní ochrany dětí z pohledu sociálního pracovníka pracujícího na orgánu sociálně-právní ochraně, a to ve všeobecné rovině, tak v profesní, kdy je zjišťován přínos standardů kvality sociálně-právní ochrany pro praxi. Cílem této práce je zjistit přínos standardizace orgánu sociálně-právní ochrany, zjistit výhody a nevýhody, a to vše z pohledu sociálního pracovníka. Práce je rozdělena na teoretickou a výzkumnou část. Teoretická část informuje o základních pojmech, které jsou třeba znát pro orientaci v oblasti sociálně-právní ochrany dětí a aplikaci standardů sociálně-právní ochrany dětí na úrovni obcí s rozšířenou působností. Jedná se o sociálního pracovníka, sociální práci s rodinou a dítětem. Také je v této části popsán zákon č. 359/1999 Sb., o sociálně-právní ochraně, ve znění pozdějších předpisů, který je pro celé téma stěžejní. Na závěr této části jsou popsány stručně jednotlivé standardy kvality, jejich implementace a kontrola nadřízeným orgánem. Ve výzkumné části je rozhovory se sociálními pracovníky a jejich následným rozborem zjišťován pohled na standardy kvality sociálně-právní ochrany dětí, jejich aplikace do praxe, výhody a nevýhody. Výzkum byl veden jako polostrukturovaný rozhovor, ze kterého bylo zjištěno, jak jednotliví komunikační partneři hodnotí standardy kvality sociálně-právní ochrany v praxi.

Abstract:

The diploma thesis deals with the standards of quality of social and legal protection of children from the point of view of a social worker working on a body of social and legal protection, both in the general and in the professional field, where the benefits of standards of quality of social and legal protection for practice are investigated. The aim of this work is to find out the contribution of standardization of the social and legal protection body, to find advantages and disadvantages, all from the point of view of a social worker. The thesis is divided into the theoretical and research part. The theoretical part informs about basic concepts that need to be known for orientation in social and legal protection of children and application of standards of social and legal protection of children at the level of municipalities with extended competence. It is a social worker, social work with family and child. Also in this part is described Act No. 359/1999 Coll., On social and legal protection, as amended, which is the key issue for the whole topic. At the end of this section are briefly described the individual quality standards, their implementation and control by the superior body. In the research part, interviews with social workers and their subsequent analysis are focused on the standards of quality of social and legal protection of children, their application to practice, advantages and disadvantages. The survey was conducted as a semi-structured interview, which identified how individual communication partners evaluate standards of social and legal protection in practice.
