Policy Development in Ghana’s Solar Energy: An Advocacy Coalition Perspective

Anotace:

This study explores the role of advocacy coalitions in shaping the development and implementation of solar energy policies in Ghana. Using the Advocacy Coalition Framework (ACF), this research investigates the dynamics between advocacy coalitions and international organizations, that influence solar energy policy in Ghana. Through semi-structured interviews and document analysis, the study identifies the advocacy coalitions operating within the solar energy sector, examines their shared beliefs and policy goals, and assesses the barriers they face in achieving the country’s renewable energy targets. The findings highlight the fragmented nature of the coalitions, political resistance, financial constraints, and a lack of effective communication as the primary obstacles to policy implementation. The study concludes with recommendations for strengthening coordination between stakeholders, improving communication strategies, fostering decentralized energy solutions, and ensuring financial and regulatory stability. Additionally, the research identifies areas for future exploration, including the impact of local coalitions, long-term policy impacts, and private sector engagement in solar energy policy development.
