Diplomová práce je rozdělena do několika kapitol, v nichž se postupně zabývá v obecné rovině pojmem informace. Dále historickým vývojem svobody projevu a práva na informace, především jejich zakotvením na mezinárodní úrovni a vývojem na území České republiky.
