European Structural and Investment Funds and Their Utilization in the Czech Republic with an Emphasis on the Tourism Industry

Abstract:

Cílem této práce je zmapovat politicko-ekonomické struktury EU se zaměřením na Evropské strukturální a investiční fondy a jejich možné využití pro podporu cestovního ruchu v ČR. Práce je rozdělena do dvou částí. První část nabízí přehled základních poznatků o ekonomicko-politických strukturách EU. Nejprve je zde představen rozpočet EU a jeho specifické rysy, popsána jeho příjmová i výdajová strana a způsoby jeho realizace. V souvislosti s rozpočtem je zmíněn i takzvaný víceletý finanční rámec, který představuje střednědobé finanční plánování EU. Následně je čtenář stručně seznámen s dokumentem "Evropa 2020", který představuje základní strategický rámec pro aktivity Unie v období 2010-2020. Poté jsou prezentovány vybrané sdílené politiky EU a na ně navazující Evropské strukturální a investiční fondy. První část práce uzavírá Dohoda o partnerství, která je hlavním spojujícím prvkem mezi Evropskými fondy a národními operačními programy, jejichž rozboru se věnuje druhá polovina práce. Ta navazuje obecným popisem struktury operačních programů a přehledem programů v ČR v současném programovacím období 2014-2020. Největší prostor je pak v druhé polovině práce vyplněn podrobnou analýzou Integrovaného regionálního operačního programu, která je na závěr práce doplněna o přehled možností využití evropských prostředků pro podporu rozvoje cestovního ruchu v ČR. V této závěrečné části jsou také představeny konkrétní projekty podporující cestovní ruch realizované v současném období.

Abstract:

This bachelor thesis aims to analyse the political and economic structures of the European Union with an emphasis on the European Structural and Investment Funds and their possible utilization within the tourism industry of the Czech Republic. The paper is divided into two main parts. The first part provides the reader with basic information about the political and economic structures of the Union. First, there is presented the EU budget and its characteristic features, sources of income, spending categories and also the various ways of its management. Following on from the topic of budget, there is mentioned the so-called Multiannual Financial Framework, which represents the long-term financial planning of the EU. Subsequently, the reader is made familiar with the document "Europe 2020" which sets down the strategic framework for all activities of the Union between the years 2010 and 2020. Then, there are listed some of the common policies of the EU and the Structural and Investment Funds that are designed to fulfil them. The first part of the thesis concludes with the Partnership Agreement, which interconnects the Structural and Investment Funds with the national operational programmes, to the analysis of which the second half of the paper is dedicated. The second part opens with a general description of the structure of operational programmes and with an overview of Czech national programmes for the current programming period (2014-2020). The most space is then devoted to a detailed analysis of the Integrated Regional Operational Programme, which is supplemented by an overview of various ways of utilization of the European financial resources within the tourism industry of the Czech Republic. In this final part of the paper, there are also presented concrete projects supporting tourism implemented in this programming period.
