The New Transatlantic Agenda - Its Importance and Contribution to EU-US Relations

Abstract:

Diplomová práce se zabývá rozvojem a formalizací bilaterálních vztahů Evropské unie a Spojených států amerických v období po konci studené války. Hlavní pozornost je zaměřena na význam a přínos Transatlantické deklarace (1990), Nové transatlantické agendy (1995) a Transatlantického ekonomického partnerství (1998). Tyto a další dokumenty budou detailně posuzovány především z hlediska jejich vlivu na koordinaci a konvergenci vzájemných relací a překonávání odlišných postojů. První kapitola je pojata jako historicko-chronologická analýza vztahů mezi sjednocující se Evropou a Spojenými státy, a to od počátku evropského integračního procesu, přes podpis výše uvedených dokumentů, až po nástup administrativy prezidenta Baracka Obamy. Druhá kapitola se zaměřuje na budování transatlantických institucionálních struktur a fungování politických procesů v jejich rámci. Třetí kapitola pak pojednává o praktické spolupráci obou stran ve vybraných sektorech, přičemž důraz je položen na konkrétní dosažené výsledky v podobě uzavřených bilaterálních smluv.

Abstract:

Presented thesis focuses on the development and formalisation of bilateral relations between the European Union and the United States of America in the post-cold war era. Special emphasis is placed on the 1990 Transatlantic Declaration, the 1995 New Transatlantic Agenda, the 1998 Transatlantic Economic Partnership and other formal documents signed by both sides during the last two decades. These documents will come under close scrutiny, especially with regard to their potential contribution to convergence of positions and reducing transatlantic tensions. The first section of the thesis is conceived as a historical and chronological analysis of relationship between the United States and integrated Europe since early 1950´s up to the present time. The second section is concerned with the institutionalisation of the transatlantic relationship in the 1990´s and attempts to examine the multi-level institutional framework established on the grounds of the above-mentioned documents. The final section deals with the EU-U.S. cooperation in selected areas and its practical outcomes in the form of bilateral agreements.
