The welfare state and the challenges of 21st century

Abstract:

Tématem této bakalářské práce je Stát blahobytu a výzvy 21. století. Práce se zabývá sociální politikou a zahrnuje teoretické a praktické části. Sociální politika není popisována jako samostatná oblast, ale bere se v potaz sociální zázemí a další faktory. Druhá kapitola obsahuje vymezení sociálního státu a popisuje obecně sociální politiku. Jsou zde popisovány pojmy jako principy, předmět, cíle, objekty, subjekty, funkce a nástroje sociální politiky. Je zde rovněž část o sociálních právech. Třetí kapitola je věnována Johnu Maynardu Keynesovi. Ten byl britským významným ekonomem, který tvrdil, že tržní ekonomika nemůže fungovat bez státních zásahů. Jeho myšlenky byly důležité pro sociální stát po 2. světové válce. Čtvrtá kapitola se zabývá vývojem státu blahobytu. Kapitola obsahuje vývojová období a hlavní zaměření je na západní Evropu a západní svět. Rovněž je zde porovnání se sociální politikou ve východním bloku a charakteristika třetí cesty od Anthony Giddense. Pátá kapitola obsahuje typologii sociálních států od G?sta Esping-Andersena. Ten popsal liberální sociální stát, korporativistický či konzervativní sociální stát a sociálně demokratický sociální stát. Tato typologie byla doplněna o rudimentární sociální stát. Kapitola také popisuje sociální politiku ve Velké Británii, Německu a Švédsku. Šestá kapitola je nejdůležitější kapitolou, protože se zabývá výzvami 21. století pro sociální stát. Jsou zde výzvy, které se objevily ve 20. století, a nové výzvy. Kapitola popisuje vlivy globalizace jako ztráta vládnoucích kapacit a dopad ekonomické krize, stárnutí populace, měnící se pohledy na rodinu a další. Možná řešení jsou připojena k těmto výzvám.

Abstract:

The theme of this bachelor's thesis is The welfare state and the challenges of 21st century. This work deals with the social policy and includes theoretical and practical parts. The social policy is not described as a separate area but takes into account the social background and other factors. The second chapter contains the definition of the welfare state and describes generally the social policy. There are discussed the concepts such as the principles, the scope, the objectives, the objects, the subjects, the functions and the tools of the social policy. There is also the part about the social rights. The third chapter is dedicated to John Maynard Keynes. He was the British eminent economist who argued that the market economy can not function without state interference. His thoughts were important for the welfare state after the Second World War. The fourth chapter concerns the development of the welfare state. The chapter contains the developmental periods and the main focus is on Western Europe and the Western world. There is also a comparison with the social policy in the Eastern bloc and a characterization of the third way by Anthony Giddens. The fifth chapter includes the typology of the welfare states by G?sta Esping-Andersen. He described the liberal welfare state, the corporatist or conservative welfare state and the social democratic welfare state. This typology has been supplemented by the rudimentary welfare state. The chapter describes also the social policy in Great Britain, Germany and Sweden. The sixth chapter is the most important one because it deals with the challenges of 21st century for the welfare state. There are some challenges that have emerged in 20th century and new challenges. The chapter describes the effects of globalization such as the loss of governing abilities and the impact of the economic crisis, the aging population, the changing views on the family and more. The possible solutions are attached to these challenges.
