Classification of injured persons in an emergency by the individual components of the IRS.

Abstract:

Tématem této bakalářské práce je třídění raněných pacientů při mimořádné události s hromadným postižením osob jednotlivými složkami integrovaného záchranného systému. Práce je rozdělena na část teoretickou a část praktickou. Část teoretická se zaobírá charakteristikou a legislativním vymezením mimořádné události a rozdělení dle zdroje či rozsahu působení. Dále je zde popsána činnost základních složek IZS, jejich úkoly a povinnosti. Teoretická část dále zahrnuje veškerá práva a povinnosti základních složek IZS při řešení MU a jejich společný postup, a to konkrétně dle typové činnosti STČ 09/IZS - Zásah složek IZS u mimořádné události s velkým počtem zraněných osob. V další části jsou poté popsány třídící systémy, pomoci, kterých se třídí ranění na místě mimořádné události vzhledem na prioritu ošetření. Poslední kapitola se zaobírá školením a výcvikem jednotek IZS. V praktické části se zaměřuji na cvičení v rámci krizové připravenosti, a to konkrétně na vytvoření simulované mimořádné události. Mimořádná událost nese tématiku "Nehoda autobusu". Jejím hlavním cílem je sběr a vyhodnocování dat z cvičení, kde proběhne třídění raněných metodou START jednotlivými složkami IZS. Úkolem je zjistit, jaké úrovně znalostí a praktické použitelnosti dosahují jednotlivé složky IZS v rámci třídění raněných nelékařskou metodou START a jak své schopnosti během cvičení zlepšují.

Abstract:

The theme of my bachelor thesis is classification of injured persons in an emergency by the individual components of the IRS. The work has a theoretical and a practical part. In the theoretical part of my work I deal with the characterization and legislative definition of an emergency and its sorting according to source or scope of action. For a successful solution of this situation is necessary to the state to be unit which guarantees its citizens the highest possible security. This state must have a system that describes the methodology of the individual steps from the announcement of this emergency to the security forces to the elimination of all adverse effect of this emergency event. There is a system IRS in the Czech Republic which have operated like this since 2001. It includes all the security services required for rescue and liquidation work. The theoretical part of my thesis also deals with the rights and duties of the main components of the IRS in a state of an emergency and their common procedure, according to the type of activity STČ 09/IZS - Intervention of the IRS components in an emergency with a large number of injured persons. In the last chapter I mention different types of classification used in situations with the larger number of injured persons and which ensure the fastest diagnosis. In the practical part of this bachelor thesis I focus on practise in the context of crisis preparedness, specifically on the creating a simulated emergency situation. The emergency has a theme "Bus accident". It´s goal is to collect and evaluate data of classification of injured persons by the method START by the individual components of the IRS. My task is to find out which level of knowledge and practical usability is reached (achieved) by the individual components of the IRS in the context of the classification by the non-medical method START and also to write down the improvement of those IRS components during practise.
