An analysis of the costs of inclusive education in the Czech Republic in 2005-2019

Abstract:

Bakalářská práce se zabývá inkluzivním vzděláváním v České republice a jeho analýzou vynaložených finančních nákladů na podpůrná opatření v souvislosti se změnou legislativy v roce 2016 a s ohledem na demografický vývoj těchto žáků. Ze získaných dat vychází, že výdaje na podporu žáků se speciálními vzdělávacími potřebami zasáhly po zavedení nového systému financování podpůrných opatření do veřejných výdajů více než se původně očekávalo. Důvodem byl zvýšený počet znevýhodněných žáků využívajících podpůrná opatření, a zároveň velký nárůst asistentů pedagoga, jejichž platy tvořily nejdražší část inkluze.

Abstract:

This bachelor thesis examines inclusion in education, particularly reflected on the educational system in the Czech Republic. This study contains a thorough analysis of overall expenditures on supportive measures and precautions in regard to the change of legislation that came into effect in 2016, reflecting the demographic development of such students. The acquired data indicate that the costs associated with disadvantaged groups and those with special needs have affected public expenditures more than initially forecasted. In conclusion, this fact is caused by the increased number of students with disabilities taking advantage of such supportive measures, as well as the significant increase in educator assistants, whose wages were the most expensive part of inclusion.
