Electronic prescription in the context of electronic Czech healthcare in the years 2009 to 2021 (cost-benefit analysis)

Abstract:

Cílem práce je prostřednictvím cost-benefit analýzy (CBA) zjistit, zda bude systém elektronické preskripce v ČR (eRecept) generovat do roku 2021 vyšší přínosy pro zdravotní systém než náklady doposud vynaložené na jeho vytvoření a provoz (v letech 2009 až 2021), a jak tento výsledek může přispět k finanční udržitelnosti českého zdravotnictví. Teoretická část práce představuje základní pojmy a ekonomické teorie v oblasti zdravotnictví a jeho elektronizace (eHealth) a shrnuje dosavadní poznání o přínosech elektronické preskripce léčiv. Praktická část charakterizuje zdravotní systém ČR a vliv demografického stárnutí obyvatel na výdaje na zdravotní péči. Popisuje a hodnotí systém eRecept, predikuje jeho budoucí vývoj a kvantifikuje náklady a přínosy systému eRecept v letech 2009 až 2021. Z provedené CBA vyplývá, že celkový finanční dopad systému eRecept v letech 2009 až 2021 představuje čistý společenský přínos ve výši 3,9 mld. Kč. V roce 2021 by měl systém eRecept přinést úsporu ve výši 0,6 % celkových výdajů na zdravotní péči v ČR (2,7 mld. ze 483 mld. Kč) a potenciálně tak i do budoucna přispět k finanční udržitelnosti českého zdravotnictví.

Abstract:

The objective of this diploma thesis is to determine through a cost-benefit analysis (CBA) whether the system of electronic prescription in Czech Republic (eRecept) will generate higher benefits for the health system than the costs incurred for its creation and operation (in the years 2009 to 2021), and how this result can contribute to the financial sustainability of the Czech health care system. The theoretical part of this thesis presents basic concepts and economic theories in the field of health care and eHealth and summarizes the current knowledge on benefits of electronic prescription. The practical part characterizes Czech health care system and the impact of demographic aging on health care expenditures. It describes and evaluates the eRecept system, its future development and quantifies its costs and benefits in the years 2009 to 2021. The CBA shows that the total impact of the eRecept system in the years 2009 to 2021 represents a net social benefit of CZK 3.9 billion. In 2021, the eRecept system should save 0.6% of health care expenditures in the Czech Republic (CZK 2.7 billion out of CZK 483 billion) and potentially contribute to the financial sustainability of the Czech healthcare system in the future.
