The relationships among Czech presidents and the Russian Federation

Abstract:

Cílem mé bakalářské práce bylo zmapovat vývoj vztahů českých prezidentů k Ruské federaci ve světle časového odstupu od kritických událostí společné minulosti obou zemí a pokusit se zodpovědět, jak se osobnost jednotlivých prezidentů promítla do české zahraniční politiky vůči Ruské federaci. Bakalářská práce charakterizuje pravomoci českých prezidentů v zahraniční politice. Přestože hlavním aktérem je vláda a prezidenti s ní musí koordinovat své kroky, prezidentský vliv na zahraniční politiku, byť jen po neformální politické rovině, není zanedbatelný. Žádný z českých prezidentů nepřekročil své pravomoci v česko-ruských vztazích, přestože se připravovalo několik ústavních žalob. Na základě získaných informací lze soudit, že všichni čeští prezidenti se snažili ovlivňovat přístupy politických elit ve vztahu k Rusku a jejich snahy můžeme po analýze označit za úspěšné. Každý z prezidentů upřednostňoval během svého funkčního období jiné téma v česko-ruských vztazích, které ovlivnilo nejen jeho zahraničně-politický přístup k Rusku, ale i přístup vlády. Dominantním tématem prezidenta Václava Havla ve vztahu k Rusku bylo šíření demokracie a dodržování lidských práv. Prezident Václav Klaus se snažil se obecně normalizovat vztahy a zaměřit se především na vzájemnou ekonomickou spolupráci s Ruskem. Prezident Miloš Zeman může být jednoznačně považován za prezidenta České republiky, který má k Rusku nejblíže. On sám se se svými sympatiemi k Rusku a prezidentu Putinovi netajil, a přestože označuje svou zahraniční politiku jako multilaterální, jeho výroky a kroky jsou proruské. Zeman se oproti svým předchůdcům střetával kvůli své česko-ruské zahraniční politice s vnitrostátním bojem.

Abstract:

The aim of my bachelor's thesis was to map the development of Czech presidents' relations with the Russian Federation in the light of the time lag from the critical events of the common past of both countries and try to answer how the personalities of individual presidents were reflected in Czech foreign policy towards the Russian Federation. The bachelor thesis characterizes the competence of Czech presidents in foreign policy. Although the main player is the government and presidents must coordinate their actions with them, the presidential influence on foreign policy, even if only on an informal political level, is not negligible. None of the Czech presidents exceeded their competences in Czech-Russian relations, although several constitutional lawsuits were being prepared. Based on the information obtained, it can be judged that all Czech presidents tried to influence the attitudes of political elites in relation to Russia, and their efforts can be described as successful after analysis. During their term in the office, each of the presidents preferred a different approach in Czech-Russian relations, which influenced not only his foreign policy approach to Russia, but also the government's approach. The dominant theme of President Václav Havel in relation to Russia was the spread of democracy and respect for human rights. President Václav Klaus sought to normalize relations in general and to focus primarily on mutual economic cooperation with Russia. President Milos Zeman can clearly be considered the president of the Czech Republic closest to Russia. He himself has made no secret of his sympathies for Russia and President Putin, and although he describes his foreign policy as multilateral, his statements and actions are pro-Russian. In contrast to his predecessors, Zeman clashed with the domestic struggle because of his Czech-Russian foreign policy.
