Diplomová práca sa zaoberá zhodnotením problémov financovania obecného rozpočtu. Práca je rozdelená do štyroch kapitol. Prvá kapitola sa venuje verejnej správe, decentralizácií a fiškálnej decentralizácii. Slovenská republika po revolúcii r. 1989 prešla reformou verejnej správy, ktorej cieľom bolo vytvorenie miestnych samospráv a presun kompetencií zo štátnej správy na miestnu samosprávu.
