The Project for the Methodology of Introducing the Internal Audit in Selected Municipality

Abstract:

Diplomová práce se zabývá analýzou vnitřního kontrolního systému ve veřejné správě, konkrétně u územně samosprávného celku. Hlavním cílem je vypracování návrhu metodiky zavedení interního auditu ve vybrané obci Vranov nad Dyjí. Teoretická část formou literární rešerše popisuje pojmy týkající se veřejné správy, interního a externího auditu. Praktická část obsahuje návrh metodiky zavedení interního auditu na základě analýzy vnitřního kontrolního systému a provedené časové, nákladové a rizikové analýzy dvou variant zabezpečení funkce interního auditu. V závěru je vyhodnocen přínos interního auditu pro organizaci.

Abstract:

This diploma thesis deals with the analysis of the internal control system in public administration, specifically with territorial self-government unit. The main objective is to develop the project for the methodology of introducing the internal audit in selected municipality Vranov nad Dyjí. The theoretical part, in the form of literary research, describes the concenpts of public administration, internal and external audit. The practical part includes the elaboration of the projeckt for the methodology of introducing the internal audit based on the analysis of the internal control system and the time, cost and risk analyzes of the two options of the internal audit function. In conclusion, benefits of the internal audit for the organization are evaluated.
