The Public Defender of Rights and his activity

Abstract:

Bakalářská práce se týká veřejného ochránce práv a jeho činnosti. První kapitola je zaměřená na úlohu veřejného ochránce práv, která pojednává o vzniku, charakteristice, historii a ochráncových kompetencí a pravomocí. Ve druhé kapitole jsem se zaměřila na postavení ochránce v právním řádu České republiky. V třetí kapitole jsem se věnovala činnosti veřejného ochránce práv v rámci ochrany proti diskriminaci. Čtvrtá kapitola se týká případného rozšíření působnosti ochránce. V páté kapitole jsem se velmi obecně zabývala porovnáním veřejného ochránce práv s evropským i slovenským veřejným ochránce práv. Také jsme nastínila jinou slovenskou instituci, která provádí ochranu proti diskriminaci. Hlavním cílem práce je analyzovat činnost veřejného ochránce práv jako tělesa pro rovné zacházení a ochrany před diskriminací. Měla by být zhodnocena efektivita této činnosti a případně navržena možná zlepšení v této oblasti.

Abstract:

The Bachelor thesis deals with the person of the ombudsman and their activities. The first chapter focuses on the role of the ombudsman; the origin, characteristics, history and competencies and the authority of the ombudsman are covered in this chapter. The second chapter focuses on the status of the ombudsman in the legal system of the Czech Republic. In the third chapter, I deal with the activities of the ombudsman in connection with the protection against discrimination. The fourth chapter covers the possible extension of the scope of the authority of the ombudsman. In the fifth chapter, is briefly mention the comparison of our ombudsman with European ombudsman as well as in Slovakia. I also outline the institution in Slovakia, which executes the protection against discrimination. The main aim of the thesis is to analyze the activities of the ombudsman as a means for equal treatment and protection against discrimination. The effectiveness of ombudsman’s activities should be assessed and possible improvements should be suggested in this area.
