Analysis of the Impact of ObamaCare on the American Health Insurance Market in 2000-2020

Abstract:

Bakalářská práce se zabývá analýzou vlivu ObamaCare na americký trh zdravotního pojištění v letech 2000-2020. Cílem této práce je potvrdit hypotézu, která zní: Zavedením programu ObamaCare došlo ke snížení průměrných cen zdravotního pojištění a ke zvýšení dostupnosti zdravotního pojištění širšímu okruhu Američanů. V návaznosti na hlavní hypotézu jsou v práci stanoveny výzkumné otázky: Jak se vyvíjely průměrné ceny zdravotního pojištění ve sledovaném období? Jak změny těchto cen ovlivnily finanční dostupnost zdravotního pojištění? Jak se měnil podíl pojištěných Američanů na celkové populaci a převažovalo soukromé nebo veřejné pojištění? V teoretické části je nejprve popsán trh zdravotního pojištění, a následně proveden stručný rozbor jednotlivých pojišťoven a programů dostupných na americkém trhu se zdravotním pojištěním před zavedením ObamaCare. Současně jsou v teoretické části popsány vybrané zákony, které měly zásadní vliv na vývoj trhu se zdravotním pojištěním, a to jak před, tak po zavedení ObamaCare. Dále je zde vysvětlena regulace jako taková spolu s jejími cíli a způsoby financování. Praktická část je převážně zaměřena na analýzu vývoje průměrné ceny pojištění, průměrné ceny spoluúčasti, počet osob se zdravotním pojištěním z pohledu soukromého i veřejného sektoru a počet nepojištěných Američanů a porovnání federálních výdajů vynaložených v jednotlivých letech na soukromé a veřejné zdravotnictví v jednotlivých letech. K ověření hypotézy jsou využita převážně data z oficiálních statistik federální vlády Spojených států amerických. Závěr práce je věnován verifikaci hlavní výzkumné hypotézy a zodpovězení výzkumných otázek. I přes to, že počet osob bez zdravotního pojištění v USA po zavedení ObamaCare znatelně klesnul, průměrná cena zdravotního pojištění regulací ovlivněna nebyla, a proto hypotézu autorka označuje za neplatnou.

Abstract:

The bachelor's thesis focuses on the impact of ObamaCare on the American healthcare market from the year 2000 to 2022. The goal of this work is to confirm the hypothesis, which states that introducing ObamaCare led to reduction of average prices of health insurances and it has increased its availability to a wider range of Americans. I have also included additional research questions following the main hypothesis. Let me state a couple. How did average prices of health insurance evolve in the observed period? How have changes in prices affected the availability of health insurance? How did the amount of insured Americans change in comparison to their population and was it private or public insurance that prevailed? In the theoretical part the health insurance market is described first. It is then followed by a short analysis of every single insurance company available on the American market with health insurance before ObamaCare was implemented. At the same time, the theoretical part describes selected laws which have influenced the evolution of the health insurance market. Both before and after Obamacare was introduced. Next I explain the regulations with its goals and ways of financing. The practical part mainly focuses on the analysis of development of the price of insurance, average price, average co-payment prices, amount of people with health insurance from the private and public sectors, how many Americans are not insured, comparison of federal expenses spent each year on private and public healthcare. To confirm the hypothesis I used sources and data mainly from the official statistics of the federal government in the USA. The conclusion of the work is dedicated to verification of the main hypothesis and answering research questions. Although the amount of insured people after the introduction of ObamaCare dropped noticeably, average health insurance price of the regulations was not affected and the author states the hypothesis as invalid.
