Effectiveness of Subsidies in the New Green Savings Program

Abstract:

Hlavním cílem bakalářské práce je zhodnotit, zda jsou státní dotace, poskytované z dotačního programu Nová zelená úsporám, alokovány efektivně. Kapitola první se zabývá Politikou životního prostředí, zdůvodňuje důležitost vládních intervencí v oblasti životního prostředí, dále popisuje cíle této politiky a uvádí její nástroje implementace. Kapitola dále podrobněji rozebírá dotace, jakožto jeden z možných nástrojů státní politiky životního prostředí. Kapitola druhá zpočátku zmiňuje cíle v oblasti obnovitelných zdrojů energie na území ČR, následně popisuje dotační program Nová zelená úsporám a jeho financování. V neposlední řadě shrnuje důležité poznatky ze závazných pokynů pro žadatele a příjemce těchto dotací. V praktické části jsou vypočteny kriteriální ukazatele analýzy nákladů a přínosů daného investičního projektu na vybrané domácnosti. Na jejich základě práce zhodnocuje, za jakých podmínek je investiční projekt efektivní či nikoliv.

Abstract:

The main goal of this bachelor's thesis is to evaluate whether state subsidies, provided from the New Green Savings subsidy program, are being allocated efficiently. The first chapter writes about the Environmental Policy, justifies the importance of government interventions in the field of the environment, further describes the main goals of this policy and presents its implementation tools. The chapter then analyzes subsidies in more detail as one of the possible instruments of state environmental policy. The second chapter initially mentions the goals in the field of renewable energy sources in the Czech Republic, then describes the New Green Savings subsidy program and its financing. Last but not least, it summarizes important findings from the binding instructions for applicants and recipients of these subsidies. In the practical part, the criteria indicators of the cost-benefit analysis are calculated on the investment project for selected household. Based on them, the work evaluates the conditions under which the investment project is effective or not.
