Strategic planning of post-mining areas in the structurally affected Northwest region

Abstract:

V rámci Green Dealu si Evropská unie klade za cíl, že do roku 2050 dosáhne klimatické neutrality a nebude produkovat žádné emise skleníkových plynů. Z tohoto důvodu na území EU probíhá transformace průmyslu, konkrétně dochází k útlumu těžby hnědého uhlí. Tato bakalářská práce se tedy zabývá plánováním rozvoje post-těžebních uhelných ploch v kontextu útlumu těžby uhlí a následných revitalizačních procesů v regionu NUTS 2 Severozápad. Cílem práce je zhodnocení a popsání strategických plánů obcí, které jsou spojené s post-těžebními plochami ve strukturálně postiženém regionu. Zároveň si také bere za cíl zhodnotit dopady těchto plánů na rozvoj regionu. Cíle práce bylo dosaženo za pomoci analýzy strategických plánů rozvoje post-těžebních ploch dotčených obcí. Tyto výsledky byly následně doplněny o rozhovory s představiteli obcí a s vedoucími pracovníky dotčených odborů. Bylo tedy zjištěno, že těžba uhlí v dotčeném území má významný vliv na obce nacházející se v okolí.

Abstract:

Under the Green Deal, the European Union aims to achieve climate neutrality and zero greenhouse gas emissions by 2050. For this reason, the EU is undergoing an industrial transformation, specifically a decline in brown coal mining. This bachelor thesis therefore deals with the planning of the development of post-mining coal areas in the context of coal mining decline and subsequent revitalisation processes in the NUTS 2 North-West region. The aim of this paper is to evaluate and describe the strategic plans of municipalities that are associated with post - mining areas in a structurally affected region. It also aims to assess the impact of these plans on the development of the region. The aim of the thesis was achieved with the help of the analysis of strategic plans for the development of post-mining areas of the municipalities concerned. These results were subsequently supplemented by interviews with municipal representatives and managers of the departments concerned. It has therefore been established that coal mining in the affected area has a significant impact on the surrounding communities.
