Use of Unmanned Aerial Vehicles by the Fire Rescue Service of the Czech Republic

Abstract:

Diplomová práce se zabývá návrhem na využití bezpilotních prostředků Hasičským záchranným sborem České republiky při mimořádných událostech a krizových situacích. Teoretická část diplomové práce objasňuje současný stav využití bezpilotních prostředků Hasičským záchranným sborem České republiky a využití bezpilotních prostředků požárními jednotkami okolních států. Dále diplomová práce popisuje technické parametry bezpilotních prostředků a provozní podmínky k létání ve vzdušném prostoru. V praktické části je řešeno zhodnocení využití bezpilotních prostředků v oblasti Uherského Hradiště při mimořádných událostech a krizových situacích, ze kterých vychází navrhované způsoby využití bezpilotních prostředků. Dále je v diplomové práci uvedena komparace jednotlivých konstrukčních typů bezpilotních prostředků s výsledkem, ze kterého vychází kritéria pro navrhovaný bezpilotní prostředek. V závěru diplomové práce je metodou vícekriteriálního hodnocení variant navržen vhodný bezpilotní prostředek pro Hasičský záchranný sbor Zlínského kraje - Územní odbor Uherské Hradiště, který v případě realizace návrhu, poskytne dané jednotce požární ochrany širší schopnosti při zásahu. Jako stěžejní metody pro podporu řešení diplomové práce byla kromě jiných využita metoda komparace a metoda vícekriteriálního hodnocení variant.

Abstract:

The diploma thesis deals with a proposal for the use of unmanned aerial vehicles by the Fire Rescue Service of the Czech Republic in emergencies and crisis situations. The theoretical part of the diploma thesis explains the current state of use of unmanned aerial vehicles by the Fire Rescue Service of the Czech Republic and the use of unmanned aerial vehicles by fire brigades of neighboring countries. Furthermore, the diploma thesis describes the technical parameters of unmanned aerial vehicles and operating conditions for flying in the airspace. The practical part deals with the evaluation of the use of unmanned aerial vehicles in the area of Uherské Hradiště in emergencies and crisis situations, on which the proposed ways of using unmanned aerial vehicles are based. Furthermore, the diploma thesis provides a comparison of individual design types of unmanned aerial vehicles with the result on which the criteria for the proposed unmanned aerial vehicle are based. At the end of the diploma thesis, a suitable unmanned vehicle is designed by the method of multi-criteria evaluation of variants for the Fire Rescue Service of the Zlín Region - Territorial Department of Uherské Hradiště, which, if the design is implemented, will provide the fire unit with wider capabilities during intervention. The method of comparison and the method of multicriteria evaluation of variants were used, among others, as a method for supporting the solution of the diploma thesis.
