The process of deinstitutionalisation of institutions and successive transformation of handicapped persons in alternative types of care.

Abstract:

Hlavním tématem, kterým se zabývá tato bakalářská práce je problematika deinstitucionalizace ústavních pobytových zařízení sociální péče pro osoby zdravotně postižené a transformace sociálních služeb u nás. Základním cílem je analýza přechodu klientů se zdravotním znevýhodněním z institucionálních zařízení do alternativních typů sociálních služeb, jako je chráněné bydlení, samostatné podporované bydlení nebo rodinná péče. Důležitým aspektem, který stojí v popředí zájmu této práce je integrace těchto osob do běžných podmínek života. Teoretická část obsahuje klíčové pojmy umožňující vhled do problematiky. Jde o popis procesu deinstitucionalizace, uvedení jejích cílů a principů, včetně rizik a negativních dopadů na klienty sociálních služeb; klady a zápory ústavní péče, charakteristiku alternativních sociálních služeb, zdravotní postižení, uplatnění OZP na trhu práce, posuzování zdravotního stavu, financování sociálních služeb a sociální dávky pro OZP. V empirické části byly kombinací kvantitativní a kvalitativní výzkumné metody zkoumány faktory ovlivňující přechod OZP z ústavních služeb do komunity z pohledu pracovníků sociálních služeb formou dotazníkového šetření. Ten odhaluje mimo jiné podmínky procesu. Schopnost adaptability zdravotně postižených na nové životní podmínky vykreslují případové studie konkrétních jedinců se zdravotním postižením.

Abstract:

The main topic of this theses is issue of deistituzionalism of residential institutions of social care for handicapped people and transformation of social care in the Czech Republic. The basic aim is analysis of transition of clients with health handicap to alternative types of social service such as protected housing, independent supported housing or family care. At the forefront of this thesis the important aspect is integration of these people to common life conditions. The theoretical part of this thesis contains the key concepts allowing insight into the issues. It is about description of deinstituzionalism process, introduction of its aims and principle including peril and negative impact on social care clients, positives and negatives of constitutional care, characteristic of alternative social care, health handicap, handicapped person´s use at the labour market, assessment of health condition, social service funding and social welfare for handicapped people. In the empirical part there were researched factors which influence on transition of hadicapped people from institutional serice to community. We used quantitative and qualitative researching from the point of view of social care workers with questionnaire survey. Besides it showed the process conditions. Case studies of specific handicapped individuals depicted the ability of adaptability of handicapped intonew life conditions.
