Analysis of selected projects supported within the priority countries of the Czech Transition Policy for years 2012 - 2018

Abstract:

Bakalářská práce se zabývá hodnocením přínosu dosavadní transformační politiky České republiky uplatňované na území východní Evropy a západního Balkánu mezi lety 2012 až 2018, která usiluje o podporu prodemokratických změn v posttotalitních zemích. Cílem této práce je analýza vybraných transformačních projektů Ministerstva zahraničních věcí České republiky realizovaných v rámci Programu transformační spolupráce nestátními neziskovými organizacemi v prioritních zemích, mezi něž jmenovitě patří: Arménie, Barma/Myanmar, Bělorusko, Bosna a Hercegovina, Kosovo, Kuba, Moldavsko, Srbsko a Ukrajina. Teoretická část kriticky pojednává o konceptech, jež zdůvodňují potřebnost transformační spolupráce na mezinárodní úrovni s ohledem na výhody plynoucí pro její aktéry či naopak teorie, které ji zpochybňují. Praktickou část práce tvoří hodnocení alokovaných veřejných prostředků na realizaci projektů ve vztahu k dosaženým výstupům s akcentem na zásady hospodárnosti a účelnosti. Komparace transformačních projektů a Lokálních transformačních projektů dle technických kritérií poukazuje na vhodnost využití obou typů projektů v odlišných situacích. Podněty navržené na základě provedené analýzy by mohly v budoucnosti přispět k dosažení cílů transformační politiky efektivnější cestou. Jedním z námětů, který by měl snížit výdaje při výběru subdodavatelů, je využití institutu veřejné soutěže.

Abstract:

The bachelor thesis deals with the evaluation of the contribution of the current transition promotion policy of the Czech Republic applied in the territory of Eastern Europe and Western Balkans from 2012 to 2018 that supports pro-democratic changes in post-totalitarian countries. The aim of this thesis is to analyse selected transition projects of the Ministry of Foreign Affairs of the Czech Republic implemented under the Transition Promotion Program by NGOs in priority countries, namely: Armenia, Burma/Myanmar, Belarus, Bosnia and Herzegovina, Kosovo, Cuba, Moldova, Serbia and Ukraine. The first part critically discusses the theoretical concepts that justify the need for transition cooperation at the international level with regard to the benefits for its actors or, in contrast, the concepts that challenge it. The practical part of the thesis consists of the evaluation of allocated subsidies from the state budget for the implementation of projects in comparison with the achieved outputs with an emphasis on the principles of efficiency and effectiveness. The comparison of transition projects and local transition projects according to technical criteria shows the suitability of using both types of projects in different situations. Suggestions based on the performed analysis could contribute to the achievement of transition promotion policy objectives in a more efficient way in the future. One of the suggestions for change is anchoring the institute of public tender during the selection of subcontractors in an effort to save project costs.
